PART LOT 28, CONCESSION 1, FORMER TOWNSHIP OF CLARKE FILE: 18T-76021 Recommendations- It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-229-92 be received; 2 . THAT the Ministry of Municipal Affairs be advised that the Town of Newcastle has no objection to the extension of draft approval for subdivision 18T-76021 for a further one (1) year period to lapse on December 30, 1993 ; and 3 . THAT a copy of Report PD-229-92 and Committee and Council's recommendation be forwarded to the Ministry of Municipal Affairs, the Regional Planning Department and all interested parties listed in this report. 1. BACKGROUND 1. 1 On October 20, 1976, the Ministry of Housing circulated a proposed Plan of Subdivision under file Number 18T-76021 to the Town of Newcastle for comment. The subject lands comprised of a 3 . 0 hectare parcel of land on the south east corner of Baldwin and Clarke Street located in Part Lot 28, Concession 1, former Township of Clarke. The application originally proposed 30 single family dwelling units on the above noted property. The plan underwent a number of changes prior to finally receiving Draft Approval for twenty-one (21) single family dwelling lots on June 30, 1980. Draft approval has since been extended by the Ministry several times and the latest extension of Draft Approval would lapse on December 30, 1992 . . . . . 2 507 H111 REPORT NO. PD-229-92 PAGE 2 1.2 In August, 1989, Planning Staff received a request for comments on a revised Plan of Subdivision for the subject land. The revised proposal reduced the number of units by one (1) to twenty (20) . On October 2, 1989, Council recommended approval of the revised plan. In December of 1989, Ministry of Municipal Affairs extended Draft Approval on the subject revised plan for an additional year. 1. 3 On November 7, 1990, Staff received a copy of a letter from Bramalea Limited to the Plans Administration Branch of the Ministry of Municipal Affairs, requesting extension of Draft Approval on the above noted plan. On December 10, 1990, Council resolved to advise the Ministry of Municipal Affairs that the Town of Newcastle had no objection to the extension of draft approval to December 31, 1991. 1.4 In July of 1991, Bramalea Limited submitted a new plan of subdivision (18T-91012) proposing twenty-five (25) lots for the subject property. However, Bramalea Limited did not want to abandon the existing draft approval (18T-76021) until the new plan receives draft approval. The latest plan is still in the circulation process and the Ministry of Municipal Affairs, by letter dated January 6, 1992 , extended the draft approval of proposed plan of subdivision 18T-76021 to December 30, 1992 . 1. 5 Since the latest plan of subdivision (18T-91012) is still in the circulation process and since the draft approval to the original plan (18T-76021) will lapse on December 30, 1992 , Bramalea has requested that the draft approval to proposed plan of subdivision 18T-76021 be extended for another one (1) year period to lapse on December 30, 1993 . Staff have no objections to this request. . . . . 3 5_ 08 REPORT NO. PD-229-92 PAGE 3 2 . RECOMMENDATION 2 . 1 In consideration of the status of both the draft approved plan and the comments contained within this report, Staff respectively recommend that extension of Draft Approval be granted for an additional year.
