PART LOT 4 & 5, BROKEN FRONT CONCESSION AND CONCESSION 1,
FORMER TOWNSHIP OF DARLINGTON
BENNETT ROAD AND WILMOT CREEK ROAD
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD-240-92 be received;
2 . THAT the application to change the street names of Bennett Road and
Wilmot Creek Road in Part Lots 4 and 5, Broken Front Concession and
Concession one, in the former Township of Darlington be DENIED; and
3 . THAT the interested parties listed in this report be advised of
Council's decision.
1. BACKGROUND
1. 1 The Planning and Development Department received a request from
Ridge Pine Park Inc. to change the name of "Bennett Road" to
"Wilmot Creek Road" . In addition, in order to avoid the creation
of duplicate street names, Ridge Pine Park Inc. has also requested
that the existing Wilmot Creek Road" be renamed "Lakebreeze Road" .
2 . 1 BENNETT ROAD
The applicant intends to rename Bennett Road to Wilmot Creek Road.
Bennett Road runs from Highway No. 2 in a southerly direction and
crosses both Highway 401 and the C.P.R. tracks before dead-ending
just north of the Lake Ontario shoreline. Staff advise for the
Committee's information that Bennett Road is maintained on a year
round basis and that fifteen (15) properties have frontage along
Bennett Road. The following reveals the nature of the properties:

2 . 2 Wilmot Creek Road
In order to avoid a duplication, the applicant intends to rename
Wilmot Creek Road to Lakebreeze Road. Wilmot Creek Road runs
parallel to Highway 401 from Bennett Road to the entrance to the
Wilmot Creek retirement community after which the roadway is a
private road. The municipal portion of Wilmot Creek Road is
maintained on a year round basis and Staff note that three (3)
properties have frontage along Wilmot Creek Road. The following
reveals the nature of the properties:

2 . 3 In reviewing any names for consideration, the Town is required to
co-ordinate and approve all street names with the Region of Durham
to insure there will be no duplication of street names with
neighbouring municipalities. Upon contacting the Regional Planning
Department, Staff were advised that the proposed street name
changes would be acceptable. In addition, Staff did not find a
local historical significance with the name "Bennett" .

2 . 4 As a result of the Public Notification process, Staff have received
two (2) submissions and one (1) counter inquiry with respect to the
proposed name changes. The first submission received from an area
resident stated no objections to the proposed name changes provided
that the applicant bear the expenses incurred by the name changes
with respect to change of addresses. The second submission
received from an area resident simply requested permission to
address the General Purpose and Administration Committee on
December 7, 1992 . The counter inquiry requested information
regarding the nature of the Public Notification process. In
addition, Detox has made telephone inquiries but did not specify
its position on the proposed name change.
2 . 5 The Ministry of Transportation has advised verbally that should the
name of Bennett Road be changed to Wilmot Creek Road, the Ministry
would require a copy of the Council resolution. The Ministry would
then proceed with changing the signage along Highway 401.
3 . CONCLUSION
3 . 1 Notwithstanding the lack of a historical significance to the name
"Bennett" , Staff are of the opinion that there is no rationale to
justify the renaming of Bennett Road to Wilmot Creek Road other
than the personal interests of the applicant, Ridge Pine Park Inc.
In addition, Staff are of the opinion that the proposed name change
would have no benefit to the municipality and may be too onerous
on the existing home owners and businesses on Bennett Road.
Therefore, the Planning and Development Department does not support
the proposed street name change of Bennett Road to Wilmot Creek
Road.
3 . 2 Furthermore, since Staff is not supporting the proposed street name
change from Bennett Road to Wilmot Creek Road, the existing Wilmot
Creek Road would not need a new street name. Therefore, the
Planning and Development Department does not support the proposed
street name change of Wilmot Creek Drive to Lakebreeze Drive.

3 . 3 In view of the foregoing comments, the Town of Newcastle Planning
and Development Department recommends that the application to
change the street names of Bennett Road and Wilmot Creek Drive be
DENIED.
