It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD- 246 -92 be received;
2. THAT the attached Amendment to the Sign By -law be APPROVED.
REPORT:
1. As part of the physical improvement to the entranceway,
Goodyear Canada has submitted an application for erection of
an illuminated sign at the Queen Street entrance. Copy of the
application and pertinent information are attached.
2. Since the Town's Sign By -law does not permit illuminating
signs abutting residential property, an amendment to the Sign
By -law is required.
3. The sign proposed by Goodyear is about 8 feet wide and 2k feet
tall and is proposed on the westerly side of the entrance.
The maximum height of the sign is less than 42 feet from the
ground. Except for the aspect of illumination, all other
aspects of the proposed sign conform to the Sign By -law.

4. The intent of the Sign By -law to prohibit illuminating sign
abutting residential property, is to avoid any nuisance caused
by illumination usually from overhang or wall signs. In the
case of the proposed Goodyear sign, it is a low ground sign
for the purpose of identification of the corporation name.
Staff is of the opinion that the request from Goodyear is
reasonable and that an amendment to the Sign By -law should be
passed to accommodate the request.

THE CORPORATION OF THE TOWN OF NEWCASTLE
BY -LAW 92-
being a by -law to amend By -law 76 -25, as amended, being
the Town of Newcastle Comprehensive Sign By -law
WHEREAS the Municipal Act provides that Council of a municipal
Corporation may pass by -laws for prohibiting or regulating signs,
or other advertising devices;
AND WHEREAS, the Council of the Town of Newcastle deems it
appropriate to amend By -law 76 -25.
NOW THEREFORE BE IT RESOLVED, that Council of the Corporation of
the Town of Newcastle enacts as follows:
1. Notwithstanding any applicable provision of By -law 76 -26, an
illuminating ground sign is permitted at the Queen's Street
entrance to the Goodyear Plant in Bowmanville.

Dear Sir:
Goodyear Canada Inc. has made an application to erect
a permanent, illuminated ground sign at the north -west
corner of the new roadway into the Goodyear Plant.
This sign is to be installed by December 11, 1992.
Since the sign will be adjacent to residential
property, I am requesting that you grant Goodyear
an exemption to Section 4.3.A of The Town Of Newcastle
Sign By -Law 76 -25 (as amended). This section pertains
to illuminated signs in close proximity to residential
property.
