THAT Report PD-144-95 be received, 2. THAT the request of the Local Architectural Conservation Advisory Committee to designate as Historical Structures, the properties listed on Attachment Nos. 1 and 2 hereto, be approved, 3 THAT the Clerk prepare, the required notices of intent pursuant to the provisions of the Ontario Heritage Act and report back to Council following the prescribed notification period; and 4. THAT the Local Architectural Conservation Advisory Committee be advised of Council's decision. 1. BACKGROUND 1.1 The Planning Department has received a copy of a request submitted to the Local Architectural Conservation Advisory Committee (L A.0 A.C.) to designate as having historic and/or architectural value or interest the following properties- • 1467 Prestonvale Road, Courtice Part Lot 33, Concession 1, former Township of Darlington • 5 Beech Avenue, Bowmanville The subject properties are described in Attachments 1 and 2. 579 REPORT NO.: PD-144-95 PAGE 2 Both properties have been identified in the former Town of Newcastle's L.A C.A C. inventory as being structures of "primary" heritage value Their inventory numbers are H054 and H489, respectively. 1 2 The Ontario Heritage Act empowers a municipality to pass a by-law designating a property to be of historic and/or architectural value or interest. The Act stipulates that the owner of property so designated can not alter the property where such alteration is likely to affect the reason for the designation without the written consent of Council Council is required to consider any application for alteration of a designated property in consultation with the L A.C.A C. 1.3 The Chairperson of the L.A.C.A.0 has advised that the designation requests have been made in response to requests submitted by the respective property owners. The L.A C.A.C. has provided the property owners with relevant information related to the designation of their properties, including the restrictions placed on their properties as a result of designation 2. COMMENTS 2.1 Staff have reviewed the properties indicated on Attachment 1 and 2 in terms of their Official Plan and Zoning By-law designations. In addition, external visual inspections of both properties were conducted. Staff has no objection to designating both structures pursuant to the Ontario Heritage Act as having historic and/or architectural significance. 2.2 It is therefore recommended that the Clerk prepare, send and publish the required notices of intent pursuant to Section 29 of the Ontario Heritage Act and report back to Council following the prescribed notification period. 980 REPORT NO.: PD-144-95 PAGE 3 Respectfully submitted, Reviewed by, f l Franklin Wu, M.C.I.P., R.P.P. The Queen Anne revival house was constructed in two phases. Its bay windows and Italianate design details date the original two floors to the mid 1870s. Sometime later it was modified by W.C. King, son-in-law of Younie and a former Postmaster of Bowmanville King altered the verandah, added a third floor addition and a curved balcony. In 1924 the property was purchased by Charles Ernest Rehder, founder and President of the Bowmanville Foundry, and remains in the Rehder family until this day. It is recommended for designation for its historical significance and the following architectural features: Exterior Features: • the original brick facade and north chimney • the eaves and brackets • the dentilling of the verandah, balcony, window casings, and cornicing and the paired window brackets • the fish scale shingles of the front window, balcony and third floor • the gables and gambrel roof • the front verandah with its decorative pediment • the second floor balcony • the front doors with their arched, etched glass windows • the strawberry glass of the front entrance transom • the segmentally arched balcony door Interior Features: • the staircase, newel post and tongue and groove wall • the wooden baseboards, door and window casings • the oak flooring with its decorative walnut inlay in the front foyer and the birch flooring of the second floor • the front entrance medallion • the three wooden window wells • the living room fireplace with its gold leaf accents • the wooden dining room window doors _ t k � � Attachment No. 2B SUBJECT SITE 5 BEECH AVENUE ( BOWMANVILLE) LOT 11 L_#N SSI N �T �WS�f I ', 1 ''.... 3ll Lu 0 L�VERr- L4N�f i Z Z m � to Cn 5 � ,
