HIGHWAY 401, PRELIMINARY DESIGN STUDY MEDIAN BARRIER AND ROAD IMPROVEMENTS FROM HIGHWAY 35/115 TO HIGHWAY 28 FILE: PLN 23.5.1 Recommendations- It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-134-95 be received for information. 1. BACKGROUND 1.1 The Ministry of Transportation Ontario (MTO) has been undertaking road improvements to Highway 401 throughout Ontario. These improvements have been necessary because of increasing volumes of traffic and increasing highway fatalities due to cross-over median accidents. I 1.2 At this time, MTO has initiated a preliminary design phase of a study to address present pavement deficiencies, capacity deficiencies and safety deficiencies of Highway 401 in the vicinity of Highway 35/115 easterly to Highway 28. In addition, MTO is looking at possible long term improvements to Highway 401 in this area. 2. STUDY ALTERNATIVES 2.1 MTO is presently examining a number of alternatives for road improvements to Highway 401 in the vicinity of Highway 35/115 easterly to Highway 28. These alternatives include- 2 I 596 REPORT NO. PD-134-95 PAGE 2 • Construct a concrete median barrier only. MTO is aware of the necessity of constructing the median barrier to prevent cross-over accidents in an effort to reduce fatalities. However, MTO will also be evaluating the pros and cons of widening Highway 401 at the same time It appears there will be significant cost savings if the road widening work takes place at the same time as the construction of the median barrier. • Construct a concrete median barrier and widen Highway 401 to three lanes each way with a 3.2 metre median This width of a median would not allow vehicles to leave the left lane and use the shoulder in the event of an emergency. • Construct a concrete median barrier and widen Highway 401 to three lanes and allow a median width of 6.8 metres or 7.5 metres At 6.8 metres cars would be able to use the left shoulder in the event of an emergency, but it would not allow safe passage of emergency vehicles or road maintenance equipment At 7.5 metres all vehicles could be accommodated. 3. PUBLIC INFORMATION SESSION 3.1 On November 30, 1995, MTO will be holding a public information session at the Comfort Inn in Port Hope to let the public view the proposed alternatives. The public will also be able to view the proposed detour alternatives during the reconstruction phase at the interchange of Highway 35/115 and at Mill Street MTO will be placing notices in local newspapers, community centres and service centres. In addition, personal notices will be sent to all residents living within one kilometre of the study area. Once a technically preferred route is chosen there will be further consultation with the public. I 3 Q7 REPORT NO. PD-134-95 PAGE 3 4. CONCLUSION 4.1 Municipal Staff and Regional Staff have met with MTO consultants in a preliminary meeting. Staff from the Planning and Development Department and Public Works Department will be involved in the study process by providing technical expertise.
