HERITAGE DESIGNATIONS 1498 REGIONAL ROAD 4 (TAUNTON ROAD) 68 CENTRE ST., BOWMANVILLE FILE: PLN 19.1 Recommendations It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 112 -95 be received; 2. THAT the request of the Local Architectural Conservation Advisory Committee to designate as historic structures the properties listed on Attachments 1 and 2 be approved; 3. THAT the Clerk prepare the required notice of intent pursuant to the provisions of the Ontario Heritage Act and report back to Council following the prescribed notification period; and 4. THAT the Local Architectural Conservation Advisory Committee be advised of Council's decision. 1. BACKGROUND 1.1 The Planning Department has received a copy of a request submitted to the Local Architectural Conservation Advisory Committee ( LACAC) to designate as having historic and /or architectural value or interest the following properties: • 1498 Regional Road 4 (Taunton Road) Part Lot 34, Concession 5, former Township of Darlington • 68 Centre Street, Bowmanville The subject properties are described in Attachments 1 and 2. Both properties have been listed in the former Town of Newcastle LACAC inventory as being of heritage value to the Municipality. 1498 Regional Road 4 is a "primary" structure and 68 Centre Street is on the "secondary" list. Their inventory numbers are H077 and H488, respectively. 520 REPORT NO.: PD- 112 -95 PAGE 2 1.2 The Ontario Heritage Act empowers a municipality to pass a by -law designating a structure to be of historic and /or architectural value or interest. The Act stipulates that the owner of a structure so designated cannot alter the structure where such alteration is likely to affect the reasons for designation, without the written consent of Council. Council is required to consider any application for alteration of a designated property in consultation with the LACAC. 1.3 The Chairperson of the LACAC has advised that the designation request has been made in response to requests submitted by the respective property owners. The LACAC has provided the property owners with relevant information related to the designation of the property, including the restrictions placed on the property as a result of designation. 2. COMMENTS 2.1 Staff have reviewed the properties indicated on Attachments 1 and 2 in terms of their Official Plan and Zoning By -law designations. In addition, both external and internal visual inspections of the properties were conducted. Staff has no objection to designating both structures pursuant to the Ontario Heritage Act as having historic and /or architectural significance. 2.2 It is, therefore, recommended that the Clerk prepare, send and publish the required notice of intent pursuant to Section 29 of the Ontario Heritage Act and report back to Council following the prescribed notification period. 521 REPORT NO.: PD- 112 -95 PAGE 3 Respectfully submitted, Franklin Wu, M.C.I.P., R.P.P. L1C 2Y3 522 ATTACHMENT #1A 1498 Regional Road 4 (Taunton Road) Part Lot 34, Concession 5, former Township of Darlington The 1878 Belden's Atlas depicts this site as a Battey property. Constructed (c) 1885, the house was designed with influences of the Second Empire style. It includes such architectural features common to the form as the fretwork verandah, the paired bracketed eaves and the buff brick quoins and window details. During the 1920's it was part of the Haass farm holdings and its architectural features are recommended for designation as follows: Exterior: • the original brick work, decoration window details • the fieldstone foundation • the handmade cinder block • the fretwork verandah • the paired eave brackets • the lightening rods Interior: including the buff -brick quoins and garage and wooden beams • the original wooden doors and hardware • the wainscotting, wooden baseboards, trim • the wooden bay window well • the original lath and plaster ceilings • the plaster medallions throughout • the living room plaster cornicing • the original staircase with its newel post • the strawberry glass transom of the front and window casings and decorative trim entrance 523 ATTACHMENT #1B 524 SUBJECT SITE 1498 REGIONAL ROAD 4 (DARLINGTON) LOT 35HLOT 34 LOT 33 Lo z N w o W a, U � I Z z O 0 T�UNT6N_R0�6 _ _. U GI L ROAD 4 [_ 0 ry U U 0 524 ATTACHMENT #2A 68 Centre Street, Bowmanville This vernacular Italianate house was constructed in 1871. The existing wide eaves, semi - circular headed window of the front porch and segmentally arched windows on the second floor all elements depicting its architectural style. A distinctive feature of this dwelling is its interior door casings and front window frames which have been built with decorative Italianate column trims.
