SUBJECT: FUNDING BY ONTARIO HYDRO FOR THE RECONSTRUCTION OF HOLT ROAD
FROM HIGHWAY 401 TO BASELINE ROAD,
FORMER TOWNSHIP OF DARLINGTON
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-54-91 be received;
2 . THAT the Mayor and Clerk be authorized to enter into an agreement
with Ontario Hydro and the Region of Durham for funding by Ontario
Hydro for the estimated cost of $512,400 from Station Account "A",
for the reconstruction of Holt Road from Highway 401 to Baseline
Road;
3. THAT the Region of Durham be requested to agree to the funding of
the reconstruction of Holt Road from Station Account "A" and agree
to be a party to the agreement with Ontario Hydro and the Town of
Newcastle;
4 . THAT the Recommendations 1 and 2 be approved FORTHWITH; and

5. THAT Ms. S. Stickley, Community Relations Officer, Ontario Hydro,
and the Region of Durham be advised of Council's decision and be
provided with a copy of Report WD-54-91.

2.0 BACKGROUND
2 . 1 At a regular meeting held on March 25, 1991, Council approved the
following recommendations of the Special Committee of Council on
the Darlington Generating Station:
"THAT the issue of the Holt Road Upgrading and means
of financing same, be referred to staff of the Town
of Newcastle and Ontario Hydro to prepare a report
for consideration at the next meeting of the Special
Committee; and
THAT staff of the Town of Newcastle and Ontario
Hydro meet with Mr. Cliff Lumley, Ministry of
Transportation of Ontario, to discuss the possible
future Highway 407 linkages. "
The purpose of the report is to deal with the first paragraph of
the resolution.

3.0 REVIEW AND COMMENT
3. 1 Provision was made to the approved 1991 Capital Budget for the
reconstruction of Holt Road from Highway 401 to Baseline Road. The
approval of Council was subject to the project being funded by
Ontario Hydro (Attachment No. l) . -
3.2 In discussion with Ontario Hydro I have been advised that in order
to obtain funding for the project from Ontario Hydro, they will
require:
1. A Project Schedule
2 . An Updated Cost Estimate
3. Status of the purchase of road widening from Mr. Alvin
Metcalf
This information was sent to Ms. Sue Stickley on May 22, 1991
(Attachment No.2) .
3 .3 On following up with Ontario Hydro I was advised that in order to
obtain funding for the project an agreement between Ontario Hydro,
the Town of Newcastle and the Region of Durham to take the funds
from Station Account "A" will be required.
3.4 This is a large project and if the project is to be completed in
1991, it is imperative that tenders be advertised immediately.
Therefore, tenders have been called to close on June 21 with 45
days for acceptance.
A special provision has been included in the tender advising that
the award of the contract is subject to obtaining funding from
Ontario Hydro for the project.
3.5 Since time is of the essence, it is recommended that
Recommendations 1 and 2 be approved FORTHWITH.

3 .6 This report has been reviewed with the Treasurer, Mrs. M. Marano,
who concurs with the recommendations.
