HomeMy WebLinkAbout2011-11-08 Minutes BOARD OF MANAGEMENT BOWMANVILLE BUSINESS IMPROVEMENT AREA Minutes of a regular meeting of the Board of Management held at 6:30 p. m. on Tuesday, November 8, 2011 in Committee Room 1-Ain the Bowmanville Town Hall. Present: Gilpin, (Jesse and Lee) Parsons Members: Lucas, Seaton, Hooper, Barry, Holmes Absent: Mulder, Johnston The meeting was called to order by the Chairman, who then recognized the following delegation: Jesse and Lee Parsons of Lee Parsons Productions. Lee explained that he scripted, composed the music, played and created 30 to 90 second videos for advertising purposes. He suggested that there was prestige in owning your own video, that unlike print advertising, video had no shelf life and that it should be entertaining. The cost, he explained, varies from $800 to $1,000. Moved by Hooper, seconded by Barry, THAT the Minutes of the previous meeting be adopted as circulated. "CARRIED" Correspondence was received from The Visual Arts Centre of Clarington. Moved by Barry, seconded by Seaton, THAT the correspondence be received and filed. "CARRIED" The Treasurer presented his report which is attached to these Minutes. Page 2 Moved by Seaton, seconded by Holmes, THAT the Treasurer's Report be adopted as presented. "CARRIED" Reports: Council Liaison: Hooper reported that the meter on the 20 King Street East parking lot has been repaired. However, he noted, that the bank employees continue to monopolized the parking spaces, which are meant for the downtown shoppers. Events: No report. Membership Relations: No report. Streetscape: No report. Communications: No report. Publications: No report. Board of Trade: No report. Website: No report. Under "BUSINESS ARISING" from the previous meeting, Hooper reported that the lamp post banners would be removed after Armistice Day. The concept of LED lights in the trees in the Downtown was again revisited. Hooper apologized that he had not yet checked with the Canadian Tire Store as to the cost or the number of trees that could be used. It was suggested that the downtown businesses that had trees in front of, or near their stores and had access to power from the street lamp posts, be asked to purchase "bright white" LED Christmas lights for installation in "their tree"--at least 13000 lights per tree. Installation might be done by the Events Facilitators, at a possible extra cost. Page 3 There was no "NEW BUSNESS". The chairman ended the meeting by wishing everyone a very successful Christmas season and a prosperous New Year! Moved by Seaton, seconded by Hooper, THAT the Meeting be adjourned. On hand to date: Current Account $ 59913.81 MM 91 1000.00 MM #2 (Contingency) 5,37324 $21,287.05 BOARD OF TYLANAGEMEi NT BOWMAINVIELLE BUSINESS IMPROVEMENT AREA Addendum To: Minutes of regular Board of Management meeting, held on Tuesday, November 8, 2011 Re: Decision to spend up to $1,200 of the Capital Works budget on "white white" LED Christmas lights for use in some of the trees in the Bowmanville BIA. During discussions at a regular Board of Management meeting concerning the purchase of LED Christmas lights for use in the trees in the Bowmanville BIA, a quorum ceased to exist with the exit of .Tustin Barry, who had to leave to fulfill a prior commitment, resulting in the meeting being immediately adjourned. Unanswered questions at that time included how many trees existed in the downtown area, how many of these trees were located near to a power source, how many lights should be placed in each tree, who would install the lights and how much would all this cost. Subsequently it was determined that LED lights would be purchased at a cost of$1,181.47 from the local Canadian Tire Store so that ten trees, which were located near power sources, could be decorated with these lights, by Peter Kooger, Vance Sunderland and Mark Brown when they were putting up the garland on the street lamp posts. As a result, Edgar Lucas, in his capacity as Chairman of the Board of Management, made an executive decision to proceed with this initiative, without the authority of a Motion of Approval at a regular, or emergency, Board meeting.
