Guests: R.ALBRIGHT(ENGINEERING), I.LITTLE(PLANNING), D.CAMPBELL&J.UNRUTH(AECON
DESIGN GROUP): Presented the planning study overview explaining/demonstrating the times
when traffic was highest/lowest. Study done on a weekday and Saturday at 20 minute intervals.
There are 111 public(76 of which are along King) and 467 private parking spaces in the
downtown area. On street parking is used throughout the day. Factors of operation, seasonal,
special events, off street facilities were taken under consideration. The general trend is to use
side streets less. More Parking signage is needed. Most parking problems are Town Hall events.

2. President's Report:Valentine encourage everyone to attend the public meeting on Feb
17th for the new Shoppers store.
3. Treasurer's Report: Waiting for 2010 funding to pay rest of outstanding invoices. Some
cheques have not been cashed that were donated for the parade. All accounting and
bills are still not all ratified.
Motion by D.Hickson Seconded: K.Bastas: Downtown BIA requests Council to provide
funding in the amount of$3937.50 for the purpose of hydra expenses relating to
banners and wreaths and such moneys come from West End Development funds.

Payment for road closures may have to be paid due to the economic times.
Gord will follow up on our request for exemption and report at the March meeting.
Valentine will speak to all parties involved in the parade and get a resolution to the
funding/payment problems.
4. Special Events: Easter Bunny Breakfast: Sat. Apr.3 Town Hall Need volunteers.
June 26th: Canada-Past and Present Committee working on plans and
looking for sponsors.
Advertising:Will ask Gina if she is continuing as chair.
5. Chamber News: HST information meeting coming up at the end of March for all to
attend.
6. CBOT: Steve stated they are very active in re-focusing their direction for businesses and
growth of economic development.
7. New Business: Theresa reported through Judy ideas for marketing Newcastle and
creating an identity for the town through collaboration with the chamber and other
town organizations. Businesse are asked to forward any ideas for marketing to the BIA.
8. Motion: K.Bastas Seconded: S.Lawrence:The BIA approach the Historical Society for
permission to have BIA business meetings in their room every month. CARRIED
