HomeMy WebLinkAbout2008-03-11 Minutes r t BOARD OF MANAGEMENT BOWMANVILLE BUSINESS IMPROVEMENT AREA Minutes of a regular meeting of the Board of Management held at 6:30 p. m. on Tuesday, March 11,2008 Committee Room 1-C in the Bowmanville Library. Present: Gilpin, (Gerard) Van Schepen Members: Lucas, Turner, Seaton, Patterson, Hooper, Hawkins Absent: Allin, Barry, Becz The Meeting was called to order by the Chairman, who then recognized Gerard Van Schepen, the editor of "This Month", who began his presentation by reviewing his business background. He then went on to explain that his newspaper was designed to accommodate the "mom and pop" type businesses. He then announced that he plans to publish an edition in the middle of April entitled "This Month in Bowmanville". A total of 20,000 copies will be printed with 19,000 being distributed locally through Canada Post. He concluded by saying that if he could do anything to help the Bowmanville BIA we need only contact him. Moved by Hawkins, seconded by Turner, THAT the Minutes of the previous meeting be adopted as circulated. "CARRIED" The correspondence was received from the Municipality of Clarington, The Visual Ails Centre, and the Bowmanville Museum. Moved by Seaton, seconded by Turner, THAT the correspondence be received and filed. "CARRIED" C Page 2 Next the Treasurer presented his report a follows: Current Account $24,731.82 CFO Account 5,136.44 GIC 14,931.17 Total $44,799.43 Moved by Hooper, seconded by Patterson, Next Gilpin reviewed the 2008 Proposed Budget, noting that it totaled $134,000.00, which is an increase over the 2007 Approved Budget of 4.1%. THAT the Treasurer's Report be adopted as presented "CARRIED" Next Gilpin reviewed the 2008 Proposed Budget, noting that it totaled $134,000.00, which is a 4.1% increase over the 2007 Approved Budget. Moved by Hawkins, seconded by Seaton, THAT the Proposed Budget for 2008, as reviewed by Gilpin, become the Approved Budget. "CARRIED" DIRECTOR REPORTS: Council Liaison: Hooper began his report by announcing that Council has hired an expert to re-write the "Signs" by-law and that the process will begin with a public information meeting which he urged the Board members to attend. Next he reported that the projected sign at the west end of the Downtown is currently in contravention of the current signage by-law. He then asked if there was any interest by the Board to have a speaker on "energy from waste" come and make a presentation. The Board indicated that there was no purpose in this happening as the BIA's only mandate is to promote the businesses in the designated area. Page 3 He concluded his report by commenting on the need for snow removal in the Downtown core and that the current plan is to continue with the parking meters. Moved by Turner, seconded by Patterson, THAT because Historic Downtown Bowmanville is now in competition with the ever increasing big box stores at the west-end, who have an abundance of "free parking", that a letter be sent to Council asking that the parking meters in the BIA be bagged (free parking) for one week each month, and that it be done for the last week(of the month). "CARRIED" Events: Patterson reported for Allin that the Easter Egg Hunt will take place on Saturday, March 22, 2008 on the 20 Ding Street East parking lot from 11 a. m. until 2 p. m., but will be scaled down from previous years due to Easter - 1 being exceptionally early this year. Membership Relations: No report. Streetscape: No report. Communications: Patterson reported that the Easter Egg Hunt posters have been delivered to the Downtown businesses. Publications: No report. Website: Gilpin tabled Becz's report for the period November 1, 2007 to March 10, 2008, showing a total of 23 '/a hours of work done on the website. Board of Trade: No report. Under `BUSINESS ARISING% Turner stated that she had issued four requests for quotes for the hanging flower baskets to local florists. Page 4 Hooper reported that he was still waiting for a response to his inquiry concerning the bench which was broken during snow removal in January. He noted that the bench had since been removed. Turner presented a conceptual layout of the proposed page which could appear in the Toronto Daily Star for a total of 6 or 9 issues spread over the course of the year at a cost to the Bowmanville BIA of $6,000. The feasibility of this occurring is dependant on the sale of advertising to at least 10 businesses in the Downtown at a per ad cost of $141.76. Turner completed her report by reviewing possible changes to the page that might take place. Moved by Hawkins, seconded by Turner, THAT the concept of the advertisement in the Toronto Daily Star as outlined by Turner be approved. "CARRIED" Moved by Hawkins, seconded by Patterson, THAT an ad hoc committee be created, composed of Turner and Seaton, to oversee the advertising in the Toronto Daily Star in 2008. "CARRIED" Under "NEW BUSINESS", Hooper outlined a proposal using radio to promote Historic Downtown Bowmanville to those living outside of Clarington. He stated that the three local radio stations in Oshawa now have a listening range that reaches to Pearson International Airport, for a cost of $756.00 to $1,250.00 per week, depending on the number and length of the announcements. Hooper next reviewed the use of CHEX Tip using their announcement boards with 15 second commercials at $450.00 plus GST. Theses ads would not include filming and would require a full commitment for one year. Next Hooper indicated that Council would like to receive input on the projected sign currently appearing on the side of the building at the west-end of the Downtown. r Page S Moved by Patterson, seconded by Seaton, THAT, as recognized in the CAUSE Study, Downtown Bowmanville has a unique heritage design, and because the sign projected on to the wall at the west end of the Downtown is not in keeping with this concept, that Council be requested to pass a temporary by-law prohibiting such signage until it has been addressed in the anticipated new sign by-law. "CARRIED" Next Lucas tabled three renderings for the new "Welcome" sign at each end of the Downtown. Moved by Seaton, seconded by Turner, THAT example #3 be approved with the following changes, that the word "Welcome" at the top be larger and that "Founded 1859" be included at the bottom (to the replace the ??????). "CARRIED" Moved by Hooper, seconded by Seaton, THAT the Meeting be adjourned. "CARRIED" The next meeting is scheduled for Tuesday, April S, 2008 in Committee Room 1-C at 6:30 p. m. in the Bowmanville Library.
