E A# PRES TION Myno VanD °provided overvie and history of the Toll House in Newcastle (Attachment 1). Myno and others from NVDHS have been researching the property at 521 King Street East and have determined that the house was used as a tollhouse in the mid 1800's as a way to collect revenues to be used to maintain the roadway prior to the introduction of municipal property taxes. They suspect this is one of the few remaining toll houses in Ontario and will be making a presentation to Council regarding its historical significance. The property is currently owned by a developer and has been listed for sale for about three months at an asking price of $599,000. It is being marketed as "vacant land" with potential for multi-residential or commercial development (commercial would require a rezoning). 1 The discussion following the presentation included a number of questions, of which the answers can be found below: - two options are available under the heritage act: • Adding the property to the municipal register; or • Pursuing a heritage designation for the property. - Committee members agreed that the building is important for local history. All members present felt that the building's location on the road allowance is a key feature of what makes it unique. Angela thanked Myno for presenting to the Committe indicated that the Committee would revisit the discussion at the next meeting w e members are present. BUSINESS ARISING 407 Salvage Strategy Faye provided some background and context on he houses that have already been relocated and explained that some of the tidings in the path like the Hogarth House could be repurposed by MTO for things like transit stops. Faye and Kristy met with Martha Rutherford Conrad from the Museum to discuss ideas and suggestions on the options that Clarington might employee , r addressing the heritage resources on the 407 route, which wo ventually become rington's Salvage Strategy. Martha saw the most val capturing view d vistas, as well as oral histories told by the people who lived in the houses. Ideally, she suggested a Virtual Museum would be a great way to display the information and engage a wide audience. The Museum would be int ested in going along to any site visits to see if there would be any items of interest to f (i.e. period light fixtures for one of their buildings). The Committee heard from Os a at the last meeting on their approach and experiences with the 407 Salvage. Kristy provided an overview of what Pickering, Ajax and Whitby, did with respect to 407 Salvage (Attachment 2). Given the experience of Oshawa, the Committee felt that a main priority was to ensure that buildings deemed movable are advertised by the MTO as soon as possible in order to ensure an adequate time frame. Angela suggested that the Committee consider recommending to Council (via a resolution) that MTO be requested to advertise the relocation of the heritage resource properties as soon as possible. 2 The Committee also appreciated the approach Whitby took with regard to offering items to designated heritage property owners. However, there were questions around affordability of the items and the process for retrieval that will have to be answered by the MTO. Kristy will prepare a flow-chart outlining the Committee's desired approach for the 407 Salvage that will be circulated prior to the next meeting. Camp 30 — A meeting of the National Historic and Monuments Board will be held in early December. Tracey indicated that Martha was hopefu" at they would proceed with the designation of the site. She has also touched base w a barn onsultant from Pennsylvania that is planning a trip to Ontario next year an , Id be rested in speaking to the Committee/public at that time. She has started a glossary o s and drafted a letter to barn owners about the project that will go out in the Spring. I nce the draft is finalized, she will bring it to the Committee for review. Kim has also engaged the North Durham Photography club who has expressed interest in photographing the barns for the publication. In the meantime, Kim suggested that Committee members could photograph any barns they came across and send her the photographs. Business Cards for Heritage Committee Members — Faye provided members of the Committee with business cards. The business cards will help to legitimize their affiliation with the Committee when they are carrying out activities on heritage matters. 3 REPORTS from OTHER COMMITTEES CIPs — Faye informed the Committee that meetings were held in October for all of the CIP groups. The main goal for Bowmanville and Newcastle CIP groups is to collect testimonials from grant recipients to be included with the 2013 Report to Council in order to support the request for increased funding for the two CIPs. ACO — Clarington Branch, Tracey provided an update on the activities of the ACO, Clarington Branch. They have concern over potential impact on the nurses' residence at the Bowmanville Hospital in the case of future expansion. Lots of work has been happening for Doors Open 2013. One of the changes for 2013 is that each site will have a site manager that will be responsible for collecting the formation for the site, etc. Kim, Tracey and Kristy will be attending the Doors Open sium that is being held by the Ontario Heritage Trust on November 27th in Cobourg NVDHS —Allan was not present at the meetin pro report. FINANCIAL ORT Open alan $4,431.74 September Interest onth) 0.04 Close $4,431.78 October 25 Karina Isert's resignation- In advance of this meeting Angela met with Rosalie Brent, Manager of Accounting Services, to discuss the possibility of bringing the Committee's finances into the municipality which would eliminate the need for a Treasurer. Faye outlined the differences between the two methods of handling the Committee's finances. No members present expressed any significant concern over bringing the finances into 4 the Municipality, however further discussion on this matter should take place at the December meeting. CORRESPONDENCE and COUNCIL REFERRAL Heritage Pickering Event — Faye gave a reminder of an event notice that she had circulated via email to Committee members from Ellen Mason of Heritage Pickering who is hosting a talk in December by Bert Duclos, Heritage Outreach Consultant, from the Ministry of Tourism, Culture, and Sport, on effective mu al heritage committees. Faye indicated that staff could provide more information on the property such as where the building is in relation to the road all wance, plans for Highway 2 widening, etc. Resignation arina Isert — Karin h been on the committee and its treasurer for at least 10 years, 'recognition for her long tenure on the Committee should be acknowledged, Councillor Hooper will make arrangements for this to occur. Council will be notified of Karina's resignation at their November 26th GPA meeting, there are applications on file that the Clerk will provide to Council for an appointment. The terms of reference provide some guidance for the composition of the Committee. Future Agendas: As discussed, Winston Wong and Darlene Proudfoot from MTO have been invited to update the Committee on the CHER documents for Clarington and discuss next steps for salvage at the January 15th meeting 5 Councillor Hooper moved the meeting be adjourned. Heritage Week 2013 Working Group Report to C.H.0 November 20, 2012 The group met on Thursday, October 25 with representatives from the Abandoned Cemeteries Committee, Architectural Conservancy of Ontario (Clarington), Clarington Heritage Committee, Clarington Older Adults Association, Newcastle Village District Historical Society, Visual Arts Centre and Planning Services staff in attendance. Style and design of the Heritage Week banner was discussed, and was referred to the CHC for input and final decision. It was decided to shelve the Heritage Week Passport for logistical reasons. In its place, the COAA offered to coordinate a Heritage Treasure Hunt, in which participants visit listed sites and answer a question on each location. Entry forms, with questions and a brief description of each stop, will be supplied by the Clerks Department and will be available at the Beech Centre and Municipal buildings accessible to the public. Completed forms can be submitted to a prize draw, which will be held at the VAC on Sunday February 24th at 2:30 p.m. The following events have been finalized: ACO: One day Camp 30 display, possibly at Newcastle Library on February 16th ACO on the Go. Walking tour of old Bowmanville with Charles Taws at 2.00 p.m. on Sunday, February 17. CHC: Declaration of Heritage Week and presentation of Heritage plaque(s) January 28th. Ontario Heritage Trust presentations February 11 (subject to OHT confirmation). Clarington Winter Wonderlearn. Newcastle Library. Saturday February 16. Clarington Library Museum and NVDHS participating. NVDHS: The NVDHS room will be open to the public on Family Day, February 18th COAA : In addition to the Treasure Hunt, activities at the Beech Centre will include an old time pricing event(e.g. 5 cent coffee), geneology sessions and a theatrical production,Legend of Dan McGrue (admission $5) on Wednesday February 20th VAC: The building will be open throughout Heritage Week, and a didactic panel on its history will be displayed. The VAC will be the venue for the Week's closing events, with coffee, hot chocolate and apple cider available. The Board of the former Clarke Township Hall (Orono) has offered the building for use during Heritage Week at no charge. Discussions are still ongoing regarding an appropriate event in Orono, but an Old Orono Movie Night has been suggested. A local resident has a number of home movies dating from the 1940's, and is prepared to loan these for a showing at the Hall. The movies feature parades, weddings and other local events that may be of interest to area residents. It is hoped that the Orono B.LA will take this on but if not, this could be a CHC activity. Mural artist Todd Tremeer has agreed to the use of mural images on Heritage Week promotional materials. 100 posters and 2,000 postcards will be produced in December for distribution in January 2013. The Week will be promoted through local media, the Municipality's website, the Clarington Heritage Website and the Tourism Office. The COAA will also advertise events through their inserts in the Clarington Promoter. ' The next meeting is scheduled for Thursday, November 29 .
