' REPORT DN :FiPNETE Y Res. # By -Law # SING: General Purpose and Administration Committee DATE: November 20, 19 8 9 REPORT #: PD -298 -89 FILE #: PLN 25.1 SUBJECT: TOWN OF NEWCASTLE STREET NAME CHANGE - CEMETERY ROAD TO HAINES STREET, FORMER TOWN OF BOWMANVILLE RECOMMENDATIONS: d It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 298 -89 be received; 2. THAT Staff be authorized to take the appropriate action pursuant to Town Policy and the provisions of Section 210(105) of the Municipal Act, for consideration of a proposed street name change of "Cemetery Road" to "Haines Street ", within the former Town of Bowmanville; and 3. THAT the landowners fronting unto Cemetery Road be provided additional notice through a mail circulation. 1. BACKGROUND 1.1 Cemetery Road extends from Highway No. 2 to Baseline Road and west of the land abutting the said road are zoned for Industrial uses. In the course of promoting industrial development for the Town, it has been repeatedly drawn to Staff's attention that the name "Cemetery Road" has a sombre connotation which may deter prospective businesses to locate their operations in this part of the Town. Hence, Staff suggest that "Cemetery Road" be renamed. ...2 569 REPORT PD 8• 2. STAFF COMMENT I' 2.1 The Town's current practice in naming streets requires priority be given to historical names pertaining to the Town of Newcastle; particularly to the area of development. 2.2 In reviewing any names for consideration, the Town is required to co- ordinate and approve all street names with the Reigon of Durham to ensure there will be no duplicating street names in neighbouring municipalities. The main objective of this system is to avoid duplication, helping to reduce errors in reporting locations during phone calls for emergency services such as fire, police and ambulance services. Regional policy does not permit the uses of names which would be a duplication within Durham Region. 2.3 Within the "Historical Atlas of Northumberland and Durham Counties - 1878" George Haines is illustrated as being a land owner within the immediate vicinity of Cemetery Road, within Lot 7, Concession 1, former Town of Bowmanville. 2.4 The publication "The Townships of Darlington and Clarke ", by John Squair, confirms Mr. Haines involvement in Town activities as an assessor and as a member of Council of the Town of Bowmanville in 1858. 2.5 Upon contacting the Region of Durham Planning Department, it was confirmed that the name "Haines" is not a duplicating street name and could be placed on the reserve list for the Town of Newcastle. ..3 5?0 '•• •� MEMO 2.6 Based on the foregoing comments, Staff is of the opinion that the use of "Haines" Street would be appropriate and comply with Town practices. 2.7 Staff would note for the Committee's information that recently several names were added to the Town's reserve list as a result of the request of the Royal Canadian Legion. Staff has been using these names within the appropriate areas of Town within new plans of subdivision. The use of "Haines" for the renaming of "Cemetery Road" would not offend the intent of the Town street naming policy. 2.8 In as much as the request for a street name change was not initiated by a landowner on Cemetery Road, Staff would supplement the notice requirements through a mail circulation. The assessment records reveal a total of nine (9) individual properties, three (3) of which are owned by the Town of Newcastle. 3. CONCLUSIONS 3.1 Pending Committee and Council's approval in principle of the proposed name change, Staff would proceed with the appropriate action in accordance with the procedures set out in the Municipal Act.
