THAT Report PD- 265 -89 be received; and 2. THAT Staff be authorized to hold Public Open Houses to obtain public comments on the draft Hamlet Secondary Plans for Maple Grove and Leskard. 1. HAMLET SECONDARY PLAN STUDIES 1.1 In accordance with the 1989 Work Program, Planning Department Staff have undertaken Secondary Plan studies for the hamlets of Leskard and Maple Grove. The schedules for the draft Hamlet Secondary Plans as proposed by Staff are Attachment Nos. 1 & 2 to this report respectively. ...2 599 : 39 REPORT •. .D PAGE 2 1.2 The purpose of this report is to outline Staff's general conclusions about the future growth of the two hamlets and to seek authorization to hold Public Open Houses to review the proposed secondary plans with the affected residents. 2. DRAFT LESRARD SECONDARY PLAN 2.1 It is staff's conclusion that some limited residential growth could be accommodated in Leskard. The Leskard Secondary Plan as proposed by Staff would maintain the hamlet's existing status as a "Hamlet for Infilling ". The Plan recognizes the existing residential development along Leskard Road and Concession Road 8. There are currently 57 dwellings within the identified hamlet boundaries. In keeping with the intent of Section 9.8(i) of the Town of Newcastle Official Plan which states that hamlets shall develop in depth rather than strips, the draft Secondary Plan limits new development fronting directly onto existing roads. Three areas, with a total potential of approximately 25 new residential lots, are identified as possibly being suitable for development through plans of subdivision. 2.2 New development in the Hamlet of Leskard is constrained by severe topography and the presence of three tributaries of the Wilmot Creek. As well, the hamlet lies within the southern portion of the Highway 407 Route Alignment Study Area as established by the Ministry of Transportation. No new development areas are proposed north of Concession Road 8 in order to minimize possible conflicts with the future Highway 407 corridor. ...3 599 4' G" REPORT NO.: PD- 263.89 PAGE 3 3. DRAFT MAPLE GROVE SECONDARY PLAN 3.1 It is staff's conclusion that Maple Grove should be a hamlet for no growth. Virtually all new potential residential development should be prohibited to avoid the type of problems experienced in Courtice should the Bowmanville Urban Area be expanded at some point in the future. 3.2 The general area of the hamlet of Maple Grove is characterized by extensive strip residential development along Maple Grove Road, Highway No. 2 and Holt Road. With the exception of an area of high water table in the central portion of Lots 19 and 20, Concession 2, there are few apparent physical constraints to new development. 3.3 On the south side of Highway No. 2, Maple Grove Road lies approximately 0.8 km from the existing designated boundary of Bowmanville. Pressures to extend the urban area westward are evidenced by an application for a major commercial development approximately 0.8 km east of Maple Grove Road. At the present time, the Bowmanville Major Urban Area has sufficient designated land to accommodate new residential growth for a substantial period of time into the future. The Housing Policy Statement recently approved by the Provincial. Government requires that Official Plans provide a minimum of a 10 year supply of designated residential land. The review of the Durham Regional Official Plan, which is currently underway, is examining the structure of all urban areas in the Region, including Bowmanville, and possible areas for expansion to accommodate future growth. ...4 -599 41 I . .e. D , PAGE 4 3.4 Maple Grove is not a traditional rural service centre but rather a combination of scattered and strip development that were permitted to occur in the last three decades. Given the scattered nature of residential development in the general area, the boundaries of the hamlet were difficult to establish. The proposed Secondary Plan only recognizes the existing development along Maple Grove Road, plus some minor development to the east on Highway No. 2. The Maple Grove Public School grounds and the Maple Grove United Church provide for some sense of focus of the community. As well, by not recognizing existing strip development along Highway No. 2 and Holt Road, the Secondary Plan discourages development pressures on the vacant lands to the west of Maple Grove Road. 4. PUBLIC CIRCULATION AND COMMENT 4.1 A comprehensive Background Report on the proposed Secondary Plans will be completed shortly. Staff is seeking authorization to circulate the draft Secondary Plans for Leskard and Maple Grove to various agencies for comment. The circulation list of agencies is attached hereto as Attachment No. 3. It is anticipated that all agency comments would be received within ninety (90) days. 4.2 Staff is also seeking authorization to hold Public Open Houses to obtain the public's comments on the draft Hamlet Secondary Plans. Public Open Houses are tentatively scheduled for ...5 590/ 42 Tuesday, November 21, 1989 in the Orono Town Hall for the Leskard Plan, and Thursday, November 23, 1989 in the Bowmanville Recreation Complex for the Maple Grove Plan. Notices advising of the open houses will be placed in local newspapers and mailed to all persons within and in the general vicinity of the proposed Hamlet Plans approximately two (2) weeks prior to the open houses. Notices will also be provided to developers with applications in the general vicinity of the hamlets. 4.3 Copies of the proposed Hamlet Secondary Plans will also be on display in the Town Hall prior to the open houses. 4.4 Once Staff have reviewed all agency and public comments on the draft Secondary Plans, Public Meetings as required under the Planning Act will be scheduled and the final Hamlet Seconday Plans for Leskard and Maple Grove will than be presented to Council for approval.
