HomeMy WebLinkAboutPD-264-89.111Y '_k 111!4 4 , _ TOWN OF NEWCASTLE REPORT File # I �l Res. # By -Law # MEETING: General Purpose and Administration Committee DATE: October 23, 1989 REPORT #: PD- 264 -89 FILE #: PLN 11.1 SUBJECT: PROVINCIAL POLICY STATEMENT ON LAND USE PLANNING FOR HOUSING RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 264 -89 be received; 2. THAT the Town undertake a Municipal Housing Statement; 3. THAT the Ministry of Housing be requested to assist in funding a Municipal Housing Statement for the Town of Newcastle; 4. THAT the Region of Durham be requested to endorse the preparation of a Municipal Housing Statement by the Town; 5. THAT Staff be authorized to issue a Request for Proposals for the preparation of the Municipal Housing Statement, and be authorized to select a qualified consultant; and 6. THAT Report PD - -89 be forwarded to the Region of Durham, Ministry of Housing and Ministry of Municipal Affairs. 1. BACKGROUND: 1.1 Report PD- 230 -89, which was received for information by the General Purpose and Administration Committee September 18, ...2 599 33 REPORT NO. t PD- 264 -89 PAGE 2 1989, outlined the objectives and components of the Provincial Policy Statement on Land Use Planning for Housing. The Provincial Policy Statement, issued under the authority of Section 3 of the Planning Act, 1983, requires planning policies be developed to ensure a range of housing types. Furthermore, policies will have to provide for a ten (10 ) year residential land supply, outline and monitor housing targets, and accommodate residential intensification including the provision of accessory apartments. 1.2 The Ministry of Municipal Affairs and Housing has indicated that it is appropriate to start such a policy analysis with the undertaking of a Municipal Housing Statement Study. This will assist the Town in formulating a policy response to the Provincial Policy Statement, which requires the adoption of official plan and zoning by -law provisions to fully implement this Policy Statement by August 1, 1991. 1.3 The Policy Statement recognizes the Region of Durham as a priority area for implementation of this statement, and as such, requests the approval of a work program required to implement the full intent of the Policy Statement by November 1, 1989. Since the Province has not released the Implementation Guidelines for the Land Use Planning for Housing Policy Statement, Staff are unable to prepare a work program at this time. Conversations with representatives from the Province have indicated that the November 1st deadline is flexible. 1.4 It is the opinion of Staff that the development of housing policies to implement the Land Use Planning for Housing Policy Statement, cannot be addressed without regard to the overall ..3 ,59() J REPORT NO.: PD-264-89 policy direction established in the Town of Newcastle Official Plan. In light of Review of the Durham Region Official Plan and staff's intention to Review the Town of Newcastle Official Plan, it is proposed that the Provincial Policy Statement be incorporated into this comprehensive process. In this regard, housing policies must consider the inter - relationship with the following issues: - the overall land use concept for the Town - the balance between residential and industrial /commercial assessment - the provision of community services - the extension of municipal services - improvements to the Town's transportation network 2. MUNICIPAL HOUSING STATEMENT 2.1 Notwithstanding the above, at this time it would be desireable to initiate the process by researching the housing needs of the municipality. There is an established Provincial program to enable municipalities to examine housing issues. A Municipal Housing Statement (MHS) Program provides an indication of a municipality's housing requirements and consists of two major components - a housing market analysis and a housing policy strategy. 2.2 Housing Market Analysis The housing market analysis examines the demand and supply factors of the housing market. Demand factors include the ...4 JAI% 35- PAGE 4 analysis of the municipality's present housing requirements and future housing needs. The analysis of supply factors involves an examination of housing stock, development and redevelopment activity, and the availability of land for residential purposes. 2.3 Housing Strategy In developing a housing strategy, the municipality first defines its housing problems. Housing priorities are then established which result in the development of housing policies. 2.4 Municipal housing statements also examine issues such as, housing renewal, energy efficiency and the potential for infill and conversion. 2.5 Funding The Ministry of Housing offers study grants and /or technical assistance to help a municipality prepare or update its housing statement. Funding will be provided for 75% of the cost of the Municipal Housing Statement up to a maximum dollar cap which has been verbally indicated by the Ministry of Housing as $30,000.00. The Town will be required to contribute a minimum 25% of the total cost of the study. It is possible for the municipal share to be a contribution of staff time and disbursements such as printing and travel costs. Grant payments are made in phases; 25% payment upon completion of data collection and 25% payment upon completion of the draft document. Fifty percent of the grant is withheld by the Ministry until Council adopts the Municipal Housing Statement and the Ministry approves the Municipal Housing Statement. 599 36 ...5 • 301 z • • 0W.IJ .- 2.6 Municipal Housing Statement Objectives PAGE 5 The Municipal Housing Statement program helps achieve the following objectives: i. To encourage municipalities to set housing policies that could be used in the preparation or amendment of Official Plans. ii. To encourage municipalities to take an active role in housing. iii. To consolidate municipal intent with respect to various federal and provincial housing programs. iv. To encourage municipalities to monitor their housing markets and update their housing policies. Revised guidelines to the Municipal Housing Statement Program are currently being prepared to enable this program to effectively implement the Provincial Policy Statement on Land Use Planning for Housing. This includes confirmation of the increased grant rate quoted above. 3. CONCLUSION: Given that the Land Use Planning for Housing Policy Statement requiries housing policies within the Town's Official Plan by August 1, 1991, and that background data on housing requirements within the municipality must be collected, it is respectfully recommended that the Ministry of Housing be requested to assist in the funding of a Municipal Housing Statement. The information provided from a Municipal Housing Statement will assist in the Review of the Town of Newcastle Official Plan and meeting the reqired implementation dates for the Provincial Policy Statement. m 59y 3i REPORT PD-264-89 Respectfully submitted, Franklin Wu, M.C.I.P.
