THAT Report PD- 247 -89 be received; 2. THAT the Ministry of Municipal Affairs, the County of Victoria and the Region of Durham be advised that the Town of Newcastle has no objection to Amendment No. 39 to the Victoria County Official Plan and be forwarded a copy of Report PD4'y,/ 89. 1. BACKGROUND 1.1 Proposed amendments to Official Plans of neighbouring municipalities are circulated to the Town when they are of a general policy nature or where they affect lands in the vicinity of the Town's boundaries. On May 24, 1989, the Town received a request for preliminary comments for a proposed amendment to the County of Victoria Official Plan. The proposed amendment states that within the Urban and Hamlet designations, consents may be considered where the lots front onto and gain access to an existing opened and maintained year round local municipal road. Wherever possible, strip development along a County Road shall not be permitted and new lots should be encouraged to gain access onto an assumed and maintained year round local municipal road. Such lots should be oriented so that they front onto and gain access to a local municipal road that is perpendicular to the County Road or Provincial Highway. Up to six lots which would front onto and gain access onto an assumed and maintained year round local municipal road may be granted consent when a new road is to be crated. All lots created should not inhibit the logical growth or future road pattern of a Hamlet or Village. 1.2 Staff subsequently responded to the circulation of the proposed amendment noting no objection or comments. 1.3 The Region was also circulated a copy of the proposed amendment. In its report to the Region Planning Committee, dated June 20, 1989, the Region Staff commented that "the proposed amendments to the hamlet and urban consent policies are not expected to have any significant impact on the Region of Durham." 1.4 On July 7, 1989, the Town received notice that the County of Victoria had submitted the Amendment to Ministry of Municipal Affairs for approval. To shorten the approval process however, the County of Victoria has circulated the amendment, on behalf of the Ministry, and requested that the Town forward its comments directly to the Ministry. 2. COMMENTS 2.1 Within the County of Victoria there are no Hamlets or Urban Areas which presently border the Town of Newcastle. It is therefore anticipated that these proposed policies will not pose any adverse impact for the Town. ...3 �qq 1 A 1J / /I I I REPORT NO.: PD-247-89 PAGE 3 2.2 It is respectfully recommended that the Town's position be one of no objection to this Amendment and that the Town's comments be forwarded to the ministry of municipal Affairs.
