October 23, 1989 ADDENDUM TO PD- 240 -89 FILE #: DEV 89 -05 (X /REF: 18T- 86069) REZONING APPLICATION - TUNNEY PLANNING PART LOT 12, CONCESSION 2, TOWN OF BOWMANVILLE OUR FILE: DEV 89 -05 (g /REF.: 18T- 86069) RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1• THAT Report PD- 240 -89 be received; 2. THAT Report PD- 240 -89 be lifted from the table; and 3• THAT the recommendations contained in PD- 240 -89 be APPROVED. 1• BACKGROUND: 1.1 At the meeting of October 2, 1989, Staff prepared a report PD- 240-89, recommending approval of Subdivision application 18T- 86069 and Rezoning Application DEV 89 -05. The applications Proposed a total of seventy -one (71) units, forty -six (46) of which are semi - detached /link units. 1.2 Two (2) residents appeared before Committee noting concerns with the application. These related to the number of units ...2 J now proposed; seventy -one (71), as opposed to fifty -two (52) as originally submitted, and the ability to connect to services should the development adversely effect the existing septic system. 1.3 Committee decided to table the application to the next General Purpose and Administration Committee meeting to allow the applicant to meet with Staff and the concerned residents to resolve the issues. The meeting requested by Committee was held immediately following the Committee meeting. Mr. Macklin agreed that Linmac Inc. would hook up the Lutenburg residence to the sewer system at the same time as the servicing of the Linmac property and a reasonable cost would be arranged. The design revisions of the application were further discussed in terms of the surrounding development proposals and the rationale for introducing semi - detached /link units as transition from the singles. 1.4 This discussion and explanation appeared to satisfy both Mr. Lugtenburg and Mr. Sturrock thereby alleviating what concerns they had. Both residents later provided letters (see attached) withdrawing any objection previously made. 1.5 In light of these proceedings, Staff would recommend that PD- 240 -89, be considered as submitted.
