It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD- 217 -89 be received for information.
1. BACKGROUND:
1.1 This report details to date the problems the Department has faced since
the implementation of the "Skateboard By- law ". Since the inception of
the said by-law, Staff has received complaints with regard to the
continued abuse and harrassment related to skateboarding.
1.2 Our records of complaints received from the various districts within
Newcastle are as follows:

1.3 Since the current by -law only covers the downtown Bowmanville area, the
majority of the complainants were not satisfied with such limited
coverage and in addition would like violators charged on the spot. When
the enforcement units arrive (either Durham Regional Police or the
by -law enforcement officers) the violators have fled the scene.
1.4 Staff have spoken to the Staff Sergeant in charge at Durham Regional
Police, 16 Division, in respect to this matter. The Police Department
has received similar complaints and feel that the current By -law is
inadequate for their officers to take appropriate actions, in the areas
of the Town of Newcastle not covered.

1.5 The purpose of this report is to advise Council of the current status
of this issue. Staff will continue to monitor the situation and deal
with the complaints and take appropriate action. However, if Council
wish to amend the current skateboard By-law to extend its coverage to
the entire Town, Staff will prepare the necessary amending by-law
immediately.
