By -Lair # �IEETING: COUNCIL DATE: Monday, July 24, 1989 REPORT #: PD- 199 -89 FILE #: SUBJECT: MINISTRY OF LABOUR ORDERS TO COMPLY WITH RESPECT TO BLUEPRINT MACHINE USED IN PLANNING DEPARTMENT RECOMMENDATIONS: It is respectfully recommended to Council the following: 1. THAT Report PD- 199 -89 be received; and 2. THAT the purchase of a Ozalid 5025 Copier including toner, developer, installation, delivery and maintenance for the Planning Department at a cost of $10,829.00 be approved and that the funds be drawn from Admin Complex Building and Construction Account 7028 -X -501. 1. BACKGROUND 1.1 The Planning and Development Department currently use a blueprint copying machine for the reproduction of maps. This machine uses amonia in the process. �±a REPORT NO.: PD-199-89 PAGE 2 ______________________________________________________________________________ 1.2 Amonia is considered as a hazardous chemical and must be handled with extreme care during changes and disposals. In addition, it emits an objectionable foul smell during map reproduction and the design ot the building does not provide proper ventilation. These problems were discussed the Safety Committee which has filed a complaint with the Ministry of Labour. 1.3 on July lI/ 1989, Inspectors from the Ministry of Labour investigated the situation and has issued the Town three (3) orders to Comply. 1.4 The first two (3) 0cdezo pertain to providing the *wcbecs who handle this chemical with protective eye shields and gloves. The third order requires the provision of an eye washing fountain near the blueprint machine. 1,5 In addition to the foregoing, the Inspectors suggested ventilation be provided to remove the amonia odour. 2. COMMENTS 2.1 There is no problem to comply with the first two (3) Orders. However, the provision of an eye washing fountain mould involve expensive plumbing installation and the provision of ventilation is also a 000tIv proposition. 2.2 Staff discussed this natter with the Chief Administrative officer and after examining various alternatives, it was concluded that the most effective and permanent solution in to replace the existing blueprint machine with a type of copier that does not pose the problems as noted above. This solution is considered most cost effective in the long term and at the same time replacing an outdated machine which eventually will have to be replaced anyway. ...3 2.3 Quotations were obtained for this type of copier as follows: Norman Wade Co. Xerox 2510 $ 8,526. Astley Gilbert Ozalid 5025 $10,829. MC Reproduction Benning 9036 $12,782. All of above quotation includes toner, developer, delivery, installation and one year maintenance (except Benning 9036). PAGE 3 2.4 Staff examined the equipment specifications and feel that the Ozalid 5025 from Astley Gilbert Co. would best suit our need and respectfully recommend this equipment be purchased to replace the existing blueprint machine. 2.5 Approximately $10,000. have been set aside in the Administration Complex Building and Construction Account for the installation of ventilation system for the blueprint machine and this fund could be used for the purchase of the said equipment. 2.6 The Town has until August 11, 1989 to comply with the Order of the Ministry of Labour and hence this report recommending Council to authorize purchase of new equipment forthwith so that the Order can be complied with on time.
