HomeMy WebLinkAboutPD-195-89i 7 TOWN OF NEWCASTLE MEETING: General Purpose and Administration Committee DATE: Monday, July 17, 1989 RERRT #: PD-195-89 FILE #: PLN 12.4 SUBJECT: COURTICE WEST HIGHWAY #2 CORRIDOR STUDY PHASE 1 FILE: PLN 12.4 RECOMMENDATIONS: File # Res. # By -Law # it is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD- 195 -89 and the Phase 1 Report of the Courtice West Highway #2 Corridor Study be received; 2. THAT staff be authorized to notify landowners in the Study Area and within 120m of the Study Area of the completion of the Phase 1 Report, and invite public comment on the document; and 3. THAT staff be authorized to take all necessary steps to convene a Public Hearing at the earliest possible opportunity 1. BACKGROUND 1.1 At a meeting March 28, 1988,Council passed a resolution requesting staff to invite proposals for a Streetscape Design Study of Highway #2 east from Townline Road to Centrefield Road. Such study was to address issues of architecture, sidewalks, plantings, lighting, signage and colours. In reviewing Council's request and in light of various applications to amend the Town of Newcastle Official Plan, staff suggested that such a study should provide a more comprehensive review of land use issues affecting the area. 599 6 0 1.2 In addition, Council authorized staff to proceed with an application to the Ministry of Municipal Affairs for a Community Planning Grant for the purposes of financing this study and in particular, hiring professionals in architecture and landscape design. On November 8, 1988 the Ministry respondedthat the budget allocation was fully committed and that this type of study was not a priority of the Ministry of Municipal Affairs at the present time. 2. COMMENTS 2.1 Staff has proceeded with this Study in a modified fashion from the original study outline. It is now proposed that the study be conducted in three phases which will proceed in short order offering opportunity for public consultation prior to finalizing the plan for the Courtice West Highway #2 Corridor. Phase 1 Land Use Concept - Discussion Paper Phase 1, presented with this Report, provides background information on the Study Area and an analysis of the forces affecting land uses under consideration. A draft land use concept is presented for discussion purposes. Phase 2 Urban Design Concept - Discussion Paper This discussion paper will review the various urban design elements, develop an urban design concept to support the proposed land uses and establish commercial design criteria to be utilized to evaluate corridor and other commercial developments in the Town. 599 61 ...3 REPORT 0O.: PD-1 95-89 PAGE 3 Phase 3 Final Plan for the Courtice West Highway #2 Corridor on the basis of the above and input from various agencies and landowners, a final laud use plan will be completed with amendments to the various planning documents. In addition, an implementation strategy will be prepared for the urban design concept plan. 2.2 The Phase l Report is completed and circulated separately. The laud use concept prepared in the Phase l Report is prepared on the basis of the following goals: l. To develop as a gateway to the Town of Newcastle and the Courtice Urban Area 2. To develop and reinforce the identity of Cburtice as o distinct ooumxxu1ty 3. To ensure comprehensive integrated development 4. To ensure that the full development of a Couctioe "Community Centre" is not jeopardized 5. To attract development which will enhance both retail and office job opportunities 6. To minimize future traffic congestion along the Highway #2 corridor area 7. To minimize conflicts between pedestrians and omco 8. To optimize development potential of interior lands behind existing developments ...4 J77U� �0O �7 REPORT NO.: PD- 195 -89 PAGE 4 2.3 The full land use concept is presented in the Phase 1 Report. It is staff's intention to allow for the redevelopment of the Courtice West Corridor in a comprehensive manner. Two fundamental issues are apparent. The Courtice West Corridor will be an important gateway to the Town of Newcastle and to Courtice. It must be redeveloped in an integrated fashion to reflect the highest quality environment possible. The second issue which must be given careful consideration is to Town's desire expressed through its planning documents for over 10 years, to create a Courtice "Community Centre" at Trull's Road /Highway #2. This is to be the focal point of Courtice. Given the extent of commercially designated land in the Courtice West Highway # 2 Corridor, it is possible for the Corridor area to usurp the predominance of the future "Commun ity Centre ". There must remain certain constraints on the type and magnitude of commercial activity in the Courtice West Highway # 2 Corridor. 3. RECOMMENDATION 3.1 The Phase 1 Report is prepared for discussion purposes. It is recommended that the various landowners be notified of this report and that a public meeting be convened in early September on the proposed land use concept plan.
