LOT 26, BROKEN FRONT CONCESSION , FORMER TOWNSHIP OF DARLINGTON APPLICANT: BROWNING AND FERRIS INDUSTRIES LTD. RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-172-89 be received for information. 10404) 1. Browning Ferris Industries Ltd. (BFI) is proposing to establish a medical waste treatment facility to incinerate waste generated by the health care industry. The proponent conducted an open house on January 26, 1989, for the purpose of acquainting the public with the proposal. 2. The proposed site, consisting of 8.5 acres, is located in the Courtice Industrial Area between Highway 401 and the Canadian Pacific Railway and fronts on the east side of McKnight Road (Schedule No. 1). An aluminum clad warehouse presently occupies the site which is being used as a maintenance and parking depot for the company's municipal waste collection vehicles. iQQ A A ...2 I) / / 1-t It ' � REPORT NO.: PD-172-89 3. By letter dated February 13, 1989^ Mrs. Helen MacDonald, a resident of the Town of Newcastle, notified the Minister of the Environment of her concerns respecting the proposed facility. The letter, which was copied to the Region, onuLmiva oouoecuo related to Public hearings, the amount of waste and the number of waste management facilities in the Town of Newcastle, either existing or proposed, and the long-term impact of the proposed facility on the community. Since February 13, 1989, several letters have been received from concerned citizens requesting full public hearings be held as part of the Environmental &aaeoameut of this facility. 4. On April 14, 1989, the Town received a request to review a Draft Environmental &ooeoomeut for a Medical Waste Treatment Facility. The Draft Environmental &aaeoomeut was submitted by Browning-Ferris Industries [±d. and prepared by M. M. Dillon, and is comprised of tuuc separate volumes as l) Environmental &maeaomeut Summary under- taking and provides oo overview otthe complete environmental assessment. ii) Evaluation of Alternatives -this volume provides a detailed statement of the need for the undertaking and the evaluation of alternative strategies. iii) Site Assessment -this volume provides o detailed impact analysis of the potential effects of the proposed facility at the Newcastle Site. iv) Pre-Submission Consultation -this volume summarizes the public and agency consultation activities carried out to date. ...3 REPORT NO.: PD-172-89 PAGE 3 ----------------------------------------------------------- --------------------- 5. On April 19, 1989, the Town of Newcastle informed Browining-Ferris Industries Ltd., the environmental assessment documents would be reviewed in conjunction with an Official Plan Amendment application and Zoning By-law Amendment application. To date, neither official Plan Amendment nor Zoning By-law Amendment applications have been received by the Region of Durham and Town of Newcastle respectively. 6. Planning Staff will continue to review the Draft Environmental Assessment, will consult further with representatives of the Region of Durham and the Ministry of Environment. Since the supporting documentation is of a very technical nature, it may be necessary to hire a consultant to review some components of the BFI Environmental Assessment.
