RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD- 101-89 be received; and
2. THAT the Region of Durham and the City of Oshawa be advised that the Town of
Newcastle has no objection to the Part II Plan for the Eastdale Planning
Area in the City of Oshawa Official Plan and the subsequent amendment to the
Durham Regional Official Plan.
1. BACKGROUND:
1.1 On February 12, 1987, the Oshawa Official Plan was approved by the Minister
of Municipal Affairs. The new plan specifies that secondary plans approved
under the respective former Official Plans (i.e. Official Plan of the former
Oshawa Planning Area and the Official Plan of the former East Whitby
Planning Area) shall remain in effect until such time as such secondary
plans are reviewed, updated and brought into conformity with the (new)
Oshawa Official Plan and approved as Part II Plans.

1.2 Staff of the Oshawa Planning Department have undertaken the
preparation of the Part II Plan for the Eastdale Planning Area
(Attachment No. 1, Attachment No. 2), which will revise and update the
former Eastdale Community Secondary Plan (Attachment No. 3). The
Eastdale Part II Plan serves to provide detailed planning provisions
similar to Neighbourhood Development Plans in the Town of Newcastle.
1.3 The Eastdale Planning Area will accommodate a planned population of
approximately 9500 persons. The proposed Part II Plan will provide
for a variety of residential dwelling types centering upon a Planned
Commercial Centre of approximately 0.8 hectares in area. The plan
also provides for two (2) public elementary schools, one (1) separate
school, one (1) church, a convenience commercial block on the west
side of the planning area, and an extensive community and
neighbourhood park system including the Harmony Valley Conservation
Area (as shown on Attachment No. 2).
1.4 As the Eastdale Community Secondary Plan abuts the Town of Newcastle,
the plan was circulated to the Town for comments. Staff reviewed the
proposed Part II Plan for the Eastdale Planning Area with respect to
the policies of the Town of Newcastle and future plans for the Courtice
Area. In that regard, we have no objections to the proposed Eastdale
Part II Plan.
