Subject: A PLAN FOR SHARED BACKLOT PARKING AREAS IN DOWNTOWN BOWMANVILLE

Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD -68 -94 be received.
2. THAT a copy of Report PD- 68 -94 be forwarded to the Bowmanville.

1. BACKGROUND
1.1 To date, two initiatives have been undertaken towards the
implementation of the findings of the Bowmanville C.A.U.S.E. Study
(September 1991). These were the design and installation of signs
pointing to Historic Downtown Bowmanville and improvements of
directional signage to public parking areas.
1.2 The C.A.U.S.E. Study (September 1991) discussed nine (9) areas of
concern, one of which was parking. The section on parking noted
that the failure to link the rear parking areas along King Street
and the lack of orderly parking area design made it difficult to
establish an appropriate fire lane that allowed easy access to the
rear of buildings fronting on King Street. The same study also
noted that generally, Downtown Bowmanville's parking areas had
inadequate lighting and pedestrian access. The Study's more
specific recommendations for parking were as follows:
1) public and private parking areas to the rear of the King
Street commercial core should be physically connected where

2) these parking areas should be organized in relation to each
other and internally to allow for convenient traffic flow.
2. COMMENTS
2.1 As an initial step in implementing these recommendations, it is
proposed that one block be examined with the intent of preparing a
comprehensive plan for rear lot parking. The block bounded by
King/ Temperance/ Queen/ Scugog Streets has been selected for the
pilot project. The Plan will identify improvements for:
• parking layout
• grading and drainage
• lighting
• landscape features
2.2 Staff have discussed and reviewed the above initiative with the
B.I.A. representatives who are in full support of the initiative.
2.3 This study will be undertaken by planning staff who will work
closely with the Bowmanville Business Centre (B.I.A.). The
participation of the B.I.A. is absolutely necessary since the
implementation will rest with private landowners, mostly B.I.A.
members.
2.4 We anticipate the study will take between 6 -9 months and will
produce a rear lot parking /landscaping plan including
implementation steps and costing. The participation of a landscape
architect will be required towards the end of the study process and
will cost approximately $5,000, which has been budgeted for in the
Departmental budget for the purpose of implementing the CAUSE
Study.
