It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD -61 -94 be received;
2. THAT the request of the Local Architectural Conservation Advisory
Committee to designate as Historical Structures, these properties
listed on Attachment Nos. 1 through 3 hereto, be approved;
3. THAT the Clerk prepare, the required notices of intent pursuant to
the provisions of the Ontario Heritage Act and report back to
Council following the prescribed notification period; and
4. THAT the Local Architectural Conservation Advisory Committee be
advised of Council's decision.
1. BACKGROUND
1.1 The Planning Department has received copies of requests submitted
to the Local Architectural Conservation Advisory Committee
(L.A.C.A.C.) to designate a total of three (3) properties as having
historic and /or architectural value or interest. The subject
properties are described on Attachment Nos. 1 through 3 hereto, and
are listed below:
• 240 Liberty Street North, Bowmanville
• 34 Wellington Street, Bowmanville
• 14 Part Street, Orono
All three ( 3 ) properties have been identified in the Former Town of
Newcastle's L.A.C.A.C. inventory as being structures of "primary"
or "secondary" heritage value. Their inventory numbers are H302,
H504, and H496 respectively) �40 Liberty Street North and 14 Park

Street are listed as "primary" and 34 Wellington Street as
"secondary ".
1.2 The Ontario Heritage Act empowers a municipality to pass a by -law
designating a property to be of historic and /or architectural value
or interest. The Act stipulates that the owner of property so
designated can not alter the property where such alteration is
likely to affect the reason for the designation, without the
written consent of Council. Council is required to consider any
application for alteration of a designated property in consultation
with the L.A.C.A.C.
1.3 The Chairperson of the L.A.C.A.C. has advised that the three (3)
designation requests have been made in response to requests
submitted by the respective property owners. The L.A.C.A.C. has
provided the property owners with relevant information related to
the designation of their properties, including the restrictions
placed on their properties as a result of designation.
2. COMMENTS
2.1 Staff have reviewed the three (3) properties indicated on
Attachment Nos. 1 through 3, in terms of their Official Plan and
Zoning By -law designations. In addition, external visual
inspections of the properties were conducted. Staff has no
objection to designating the three (3) subject properties pursuant
to the Ontario Heritage Act as having historical and /or
architectural significance.
2.2 It is therefore recommended that the Clerk prepare, send and
publish the required notices of intent pursuant to Section 29 of
the Ontario Heritage Act and report back to Council following the
prescribed notification period.

240 LIBERTY STREET NORTH
PART LOT 11, CONCESSION 11 FORMER TOWN OF BOWMANVILLE
This two (2) storey brick home appears to have been constructed around
1865 for a Mr. Charles Young. The symmetric facade with its central
doorway show it to be of the vernacular Georgian style. As a good
example of mid - nineteenth century architecture, the following exterior
and interior features are recommended for designation under Part IV of
the Ontario Heritage Act:
Exterior:
• the masonry facade
• the original louvred shutters
• the eaves and decorative brackets
• the second storey 2 over 2 sash windows
• the transom over the front entrance
Interior:
• the staircase, including the second floor railing
• the wood trim baseboards on both floors
• the original doors and accompanying door frames
• the plank floors of the living room and three (3) bedrooms
• the wooden window casings on both floors

34 WELLINGTON STREET
PART LOT 11, CONCESSION 2, FORMER TOWN OF BOWMANVILLE
This nineteenth century brick townhome was built in 1886 by Mr. H.
Jallow. Numbers 36 and 38 Wellington Street were also constructed by
the same builder but as the Jallows decided to reside in number 34 it is
the only half of the two (2) townhomes which has all oak flooring. The
following exterior and interior features are recommended for designation
under Part IV of the Ontario Heritage Act:
Exterior:
• the masonry facade
• the decorative brackets and scroll work
• the carved detail topping the second storey windows
0 the original front door
Interior:
• the oak flooring on the first and second floors
• the oak staircase, railing and newel post
• the wooden detailing of the bay window
• the original doors and accompanying door frames
• the wooden baseboards

14 PARR STREET
PART LOT 28, CONCESSION 5, FORMER TOWNSHIP OF CLARKE
This classic Ontario farmhouse was built between 1867 -1871 for Mr.
George Beer, a local blacksmith. Constructed of brick, it has a three
bay wide facade with a central doorway and a centre gable. The
following exterior and interior features are recommended for designation
urider Part IV of the Ontario Heritage Act:
Exterior:
• the original double -hung sash
• the running bond and English bond masonry
• the louvred shutters
• the finial and gingerbread of the gable
• the wooden brackets
• the Gothic arched door of the gable
• the transom above the front entrance
Interior:
• the original door frames and accompanying doors
• the wooden baseboards and window trim
• the peg rails and balusters
• the handrail and newel post of the upper hall
• the vertical wainscotting of the kitchen
• the original plaster work
• the wide pine plank floors
