HomeMy WebLinkAboutPD-18-95Subject: STATUS REPORT WATERFRONT TRAIL FILE: PLN 15.11 l Recommendations: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD -18 -95 be received; and 2. THAT the volunteers from Darlington Generating Station be thanked for constructing a section of the waterfront trail through the Station lands. 1. BACKGROUND 1.1 On January 20, 1994 Council endorsed an alignment for the interim and ultimate Provincial Waterfront Trail between the Oshawa /Clarington Townline and Bond Head, save and except the area between Bennett Road and Cobbledick Road. Approval for the waterfront trail was subject to Provincial Funding. Clarington received $259,938.00 under jobsOntario Capital Program for construction of Clarington's interim trail. The Municipality's share for construction of the interim trail was $64,790.00. 2. PROGRESS ON THE CLARINGTON WATERFRONT TRAIL 2.1 Although there has been significant progress made on the waterfront trail, there are areas that require additional work. Baldwin Street to Bond on -road N/A Signage Only Head Parkette ON, REPORT NO.: PD -18 -95 PAGE 3 Those portions of the trail that are located on or within municipal road allowances shall be signed this spring. Those portions of the trail that are off -road, will be tendered in March 1995, and shall be completed by May 1995. 2.2 Darlington Generating Station The interim and ultimate Waterfront Trail alignments were initially routed around the Darlington Generating Station, along the South Service Road. In the fall, Staff were invited to Ontario Hydro's Site Planning Committee meeting to discuss the trail alignment. The Committee agreed to align the trail through Hydro's lands north of the generating and switching stations,. and outside of the restricted areas. See attachment 1. In addition, the Committee volunteered to construct the trail with Hydro Staff. Ontario Hydro's willingness to accept the trail on their lands is part of Hydro's new approach to making the lands, not directly associated with their operation, more publicly accessible. Staff are pleased with the partnership arrangement between the Municipality and Hydro for this initiative. This co- operative effort will be a benefit to the community and trail users alike. 2.3 Ontario Hydro Corridors The Municipality will be entering into Recreational Licenses with Ontario Hydro for the trail within Hydro Corridors. For the most part the municipality will be leasing a three (3) metre wide corridor to accommodate the trail. The balance of the corridor are under license agreements with other tenants. However, the transmission corridor immediately east of Waverly Road is not licensed to anyone at the present time. Rather than licensing only a three metre wide corridor through this area, staff recommend that the municipality lease the entire corridor area, which is approximately 15 acres. This area is the most northerly portion of the Westside Creek Marsh and may offer some interpretive value for the trail users. See attachment 2. The terms of the Recreational Licence for occupying the entire corridor are identical to simply occupying 3 metre corridor. J 3 6 REPORT NO.: PD -18 -95 PAGE 4 The municipality would be excepting liability for the licensed area rather 3 metres however, the lands will be left in a natural state, and only maintenance required would be for the trail. 2.4 Wilmot Creek Valley /Port of Newcastle The pedestrian bridge over the Wilmot Creek was installed in mid - January. The trail into, and out of the valleylands is not complete, as yet. The trail will be situated on both the Hydro corridor and the Hydro surplus lands. The trail utilizes an unopened road allowance as it proceeds in an easterly direction from the valleylands. These sections will be tendered in March, with construction commencing in mid spring. 2.5 Wilmot Creek Retirement Community Staff continue to meet with Rice Capital Group to discuss access across the undeveloped lands in the Wilmot Creek Retirement Community for the trail. No agreement has been reached thus far. Staff have requested the assistance of the Waterfront Regeneration Trust to facilitate discussions with the Rice Capital Group to resolve the matter. Staff will report to Council separately on this matter. 3. WATERFRONT TRAIL LAUNCH 3.1 The Waterfront Regeneration Trust will be launching a comprehensive marketing campaign for the waterfront trail. Some of the items that are included, a Guide book, an Activity Guide indicating all the community events across the lakeshore municipalities, and standardized advertisements that can be modified for the use of individual municipalities in promotional material. 3.2 In order to initiate public awareness of the Waterfront Trail, Mr. David Crombie, Commissioner of the Waterfront Regeneration Trust will walk the entire Trail from Burlington Bay to the Trent River. The Trail Tour will commence in mid -May. Mr. Crombie is tentatively scheduled to be in Clarington June 1 1995. The Trust is encouraging all lakeshore municipalities to join in the trail celebrations by hosting an Official Trail opening and REPORT NO.: PD -18 -95 PAGE 5 waterfront festival within their own community. Mr. Crombie will be attending the official trail opening and waterfront festival as he passed through the community. A Waterfront Trail Launch Committee has been organized, comprised of Staff from the Planning and Development Department, Community Services and the Economic Development Office. The Committee will be responsible for organizing the trail opening, and associated waterfront festivities. Staff will report to Committee separately on the proposed events as the program evolves. 5. CONCLUSIONS 5.1 The Waterfront Implementation Committee will continue to work towards finalizing access agreements and proceed with construction. Although the timeframe to complete the trail is ambitious, Staff are confident that the trail will be complete for Mr. Crombie's arrival in Clarington in June. Franklin Wu, M.C.I.P., R.P.P.
