IMPLEMENTATION PLAN
Recommendations:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report PD- 122 -94 be received;
2. THAT the Functional Engineering and Streetscape Implementation Plan
for the Bowmanville West Main Central Area be endorsed.
1. BACKGROUND
1.1 On November 22, 1993, Council authorized the undertaking of a
Functional Engineering and Streetscape Implementation Plan for
the Bowmanville West Main Central Area. The exercise was
undertaken to elaborate on the concepts contained in the Urban
Design Guidelines and Secondary Plan for the area in order to:
• determine roadway geometrics for vertical and horizontal
alignments;
• develop roadway cross - sections for Streetscape elements
and underground services.
This level of detail is essential to ensure that the West Main
Central Area develops in an orderly manner and consistent
theme within future public rights -of -way. It will provide
very concrete guidelines to development interests in the
preparation of plans of subdivision and site plans. Certain
themes, such as street lighting fixtures and landscaping, can
be carried forward into the site plans.

1.2 The project was undertaken jointly by the Planning and
Development and the Works Departments. Totten Sims Hubicki
undertook the work. A copy of the report is available in the
Mayor's Office, Clerk's Department and the Planning and
Development Department for inspection.
2. REPORT SUMMARY
2.1 The report notes that the planning direction for the West Main
Central Area seeks to establish a distinctive urban character
and a strong desire to avoid the typical "suburban sprawl" and
the resulting strip mall type of development. The development
of the streets themselves are essential to creating a safe and
enjoyable surrounding for pedestrians and as well as efficient
vehicular travel. Design features such as an abundant street
trees, planters, unit pavers and street lighting are required
to complement building orientation and massing to create the
desired environment.
2.2 The following streetscape elements are detailed in the report:
• street lighting fixtures
• street trees
• seating areas
• centre medians
• parking
• sidewalk and boulevard treatment
2.3 Roadway cross - sections and street segments are detailed for
various types of roads within the West Main Central Area. In
addition to Highway #2 (to be transferred to the Region's
jurisdiction effective January 1, 1995), there are three road
types detailed:
• Collector Roads
These are the principle streets within the Main Central Area
which distribute traffic and, particularly in the case of
Street B (dividing the Marborough /Willsonia lands), serve an
important commercial function for pedestrians. The typical

cross - section provides for a 26 m (85 feet) right -of -way, a
centre medium to provide visual relief, decorative street
light fixtures, a parking lane and a high quality pedestrian
environment. (See Attachments lA and 1B)
• Local Commercial Roads
These secondary streets in commercial areas are accommodated
within a 20 m (66 feet) right -of -way with similar decorative
street light fixtures, a parking land and hard surface
treatment adjacent to buildings. (See Attachments 2A and 2B)
• Local Residential Street
Local residential streets in the Main Central Area would be
accommodated within a 20m (66 feet) right -of -way and consist
of two lanes, sodded boulevards and decorative street light
standards. (See Attachments 3A and 3B)
The cross - sections of the streets indicate the location of all
underground utilities which has been reviewed with appropriate
authorities.
The report also provides similar details for Highway #2.
Municipal staff have been consulting closely with Regional staff to
co- ordinate the implementation of a unified strategy for the
construction of new roads and the up- grading of Highway #2.
2.4 The report incorporated the horizontal alignment of all proposed
roads in their ultimate form. This preliminary engineering work
enables various development interests to co- ordinate their
proposals in compliance with the Works Department's road plan for
the area.
3. CONCLUSION
It is recommended that Council endorse the Study as the Functional
Engineering and Streetscape Implementation Plan for the

Bowmanville West Main Central Area to serve as the basis for the
review and co- ordination of development applications with regard to
the future public street system.
