During late summer and early fall the Director of
Community Services and the Facilities Manager visited a number
of Arenas in and around the Town of Newcastle. I might add this
does not include Orono or Newcastle Arenas.
The majority of the arenas are under Management
Boards except for Lindsay, Ajax, Whitby and Oshawa.
We found that the arenas operated by Community
Services Dclml,tillent were in most critics well organized and practiced
preventative ❑m i ntenance. These arenas, ill most cases were tinder
the command of facilities ninagers and a Director of Recreation.
Arenas like Port Hope, Donavan in Oshawa, Iroquois Park, Whitby
and Ajax are all attached to swimming pools were the staff work
between to facilities. This is a money saver.
The two Town of Newcastle arenas, Darlington Sports Centre
and the Bowmanville Memorial Arena, administration and operation
procedures are the same as the above-mentioned arenas including Lindsay.
Tn assessing the Panagement Board operated arenas,
I would say there is a lack of co-ordination and fineness in the
operation of these arenas.
They fail to practice preventive maintenance. Many
of these arenas that we visited, we were unable to locate staff.
Most of the arenas have ten or eleven players on the ice at one time,
were we have ahollt thirty using the facility each hour.
A number of the compressor rooms we visited were a
disgrace and did not comply with fire. regulations. The inside
appearance of the arc;ins were dirty with trash left from the night
before. The washrooms in utost cases were not up to health standards
and we visited every one. One other item is these arenas are
staffed by non-union staff. The arenas mentioned earlier in my
report are union staff.

Summary
After visiting all of these arenas, Mr. Fred Payne and
1 are convinced that the Darlington Sports Centre and the Bowmanville.
Memorial Arena, (as old as it is) are well maintained and operated
facilities.
Despite the deficit on the two arenas, there is no
doubt in my mind that cost is nothing iC you have a first class
operation.

the Director and Facilities Manager.
