THAT Report COD-021-05 be received; 2. THAT Hard-Co Construction Ltd., Whitby, Ontario with a total bid in the amount of $31,348.97 (Plus G.S.T.), being the lowest responsible bidder meeting all terms, conditions, and specifications of Tender CL2005-2, be awarded the contract for the Valley's 2000 Pond Construction, Bowmanville Creek Valley opposite Hetherington Drive as required by the Engineering Department; 3. THAT the total funds required in the amount of $44,500.00 ($31,348.97 tender plus contingencies, G.S.T., consulting and soils) be drawn from Engineering Account #110- 32-325-83262-7401 ; 4. Subsequently, tenders were received and tabulated as per Schedule "B" attached. The total project cost, including Project Administration, and costing allocation is as detailed in the letter from Totten Sims Hubicki Associates, marked Schedule "C" and will be provided from the Engineering Account #110-32-325-83262-7401. Written confirmation has been received from the Ontario Trillium Foundation advising of approved funding in the amount of $44,500.00. The low bidder has previously performed satisfactory work for the Municipality of Clarington. The Director of Finance has reviewed the funding requirements and concurs with the recommendation. Queries with respect to department needs, specifications, etc., should be referred to the Director of Engineering. After further review and analysis of the bids by the Engineering Department, Totten Sims Hubicki Associates and Purchasing, it was mutually agreed that the low bidder, Hard-Co Construction Ltd., Whitby, Ontario, be recommended for the Valley's 2000 Pond Construction, Bowmanville Creek Valley opposite Hetherington Drive. Hard-Co Construction Ltd. has completed a number ofprojects for the Municipality ofClarington, most recently Contract CL2004-3, Mearns Avenue Reconstruction and CL98-3, Scugog Street/Middle Road Reconstruction. The Contractor has completed private works in Clarington such as the realignment of West Side Creek for SI. Mary's Cement and subdivision servicing for the extension of Tilley Court in BowmanvilIe for Baywood Homes. Based on our office's experience with the Contractor on Municipal Contracts and the information from those Ms. Lou Ann Birkett April 15, 2005 2 contacted regarding the private work, the Contractor performed to an acceptable standard. Based on past performance and ability we recommend that Hard-Co Construction Ltd. be awarded Contract CL2005-2. Estimated total project costs based on the low bid are as follows: Construction value of work (excl. GST) Detailed Design and Tendering (to February 19,2005) Contract Administration and Material Testing Contingencies (excl. GST) $31,348.97 $ 8,168.47 $ 3,200.00 $ 1,782.56 TOTAL PROJECT COST (excl. GST) $44,500.00 Funding for this project is being provided for from the Ontario Trillium Foundation (Request LD. 9903206), but initially will be paid for by the Municipality ofClarington. The December 13, 2004 renewed Memorandum of Understanding between Valleys 2000 and the Municipality ofClarington states that all construction projects be tendered and administered by the Municipality. This Memorandum of Understanding expires December 31, 2009. Repayment to the Municipality will be provided upon submission of invoicing to the Trillium Foundation. Based on total project costs and available budget, there is a surplus of approximately $9,000.00 from the available Grant money. A copy of the Grant confirmation for Valleys 2000 from the Ontario Trillium Foundation is attached for your records. Please proceed with the award of this Contract, upon receipt of the Grant confirmation letter from the Ontario Trillium Foundation.
