CL2005-6, SURFACE TREATMENT AND ASPHALT AND SURFACE
TREATMENT PULVERIZING
Recommendations:
It is respectfully recommended to Councillhe following:
1, THAT Report COD-018-05 be received;
2. THAT Miller Paving Limited, Markham, Onlario with a total bid in the amount of
$279,809,68 (excluding G.S.I.), being the lowest responsible bidder meeting all terms,
conditions and specifications of Tender CL2005-6, be awarded the contract to supply
and apply Surface Trealment and to provide for Asphalt and Surface Treatment
Pulverizing, to various roads as required by Ihe MunicipalilY of Clarington; and
3, THAT the funds required be provided from the Operalions Department 2005 Budget -
Surface Treatment Account #100-36-381-10270-7163, FORTHWITH.

BACKGROUND AND COMMENT
At the meeting of March 14, 2005, Council authorized staff to proceed with the advertising and
issuance of Ihis tender in advance of the 2005 Capital Budget approval.
Tender CL2005-6 was advertised and issued wilh bids being received and tabulated as follows:
The unil prices bid represent an average 18% increase for aggregates and a 33% increase for
pulverizing over those bid for the 2004 contract. There was no change in the unit price for the
supply and application of emulsion,
The total funds required for Tender CL2005-6, Surface Treatment and Pulverizing, are included
in the Operations Department 2005 Budget - Surface Trealmenl Account #100-36-381-10270-
7163.
The Director of Finance has reviewed the funding requirements and concurs wilh the
recommendation. Queries with res peel 10 department needs, specifications, etc" should be
referred to the Director of Operations.
After further review and anaiysis of the tenders by Operations and Purchasing, it was mutually
agreed Ihat Miller Paving Limiled, Markham, Ontario, be recommended for the contract to
Surface Treal and Pulverize Municipal roads as required.
The subject firm has previously performed satisfactorily for the Municipality of Clarington.
Due 10 Ihe urgenl nature of these projects, forthwith approval is requested to ensure thai the
work is completed as early as possible in the construction season,
