Keyzers Municipal Clerk, P. Barrie The Municipal Clerk called the meeting to order and asked everyone to join in the singing of 0 Canada. The invocation was given by Rev. Jim Feairs. The Municipal Clerk administered the Oath of Office to Mayor Elect John Mutton. Council Minutes REMARKS -2- December 1 , 2003 The Municipal Clerk declared the Council of the Municipality of Clarington for the term 2003 to 2006 to be organized and turned the meeting over to His Worship Mayor John Mutton. Alex Shepherd, M.P., expressed his regrets. John O'Toole, M.P.P., congratulated all Members of Council for their re-election and congratulated the newest Member of Council, Adrian Foster. Looking back over Council's history he noted the successes and how remarkable the new South Courtice Arena, the sports Hall of Fame, and the new library are. Clarington's future is looking even brighter. Mr. O'Toole stated that his position is to work cooperatively and collectively with Council. He stated that sometimes Councillors are all called to make difficult decisions involving public safety, children and youth. As Clarington grows, peoples needs will also grow. INAUGURAL ADDRESS Mayor Mutton thanked the citizens of Clarington for returning him to office and the strong vote of confidence in the direction of this Municipality by the re-election of council. Also, a warm welcome to Team Clarington Councillor Adrian Foster. Last term Clarington made the transition to a service based municipality. Expansionary policy with respect to roads, transit and recreation infrastructure will top the "will happen" list and he highlighted the following areas of direction: Community Services 1. The Clarington Indoor Soccer facility and Lacrosse bowl will open October 2004; 2. The Bowmanville Community Park will open in 2004; 3. The Brian Macfarlane Hockey Museum will open January 2005; and 4. The 8.1 million dollar Newcastle Indoor aquatic facility will open in 2006. . Council Minutes INAUGURAL ADDRESS 1. 2. 3. 4. . 5. 6. - 3 - December 1, 2003 Emergency Services 1 . The new Courtice Fire Station/Police Station will open in 2004; 2. The new Newcastle Fire Station and Emergency Measures office will be targeted for 2006; and 3. The former Courtice Fire Station is currently being reviewed as a Durham Region Land ambulance station. Transit and Roads Transit expansion to Wilmot Creek and Orono will become permanent; Transit will also be expanded in Courtice for more north/south connections; The Bowmanville GO Transit property will be purchased and a transit hub established; Longworth bridge will open in 2004 for a much needed east/west Bowmanville arterial road; 401 interchange reconstruction and new 401 access and egress will be given time frames with a tri-partite agreement between Clarington, Durham and the Province; and The first phase of the downtown Bowmanville street revitalization program will happen this year and the Mayor thanked Ron Hooper and the DBIA for their assistance in making the improvements not only visually pleasing but also business friendly. Waterfront Major waterfront acquisition will happen in Courtice and Bowmanville using all tools under the Municipal Act. Planning Services 1. The Orono Community Improvement Plan will be born with Council endorsement and capital improvement forecast; and 2. The Official Plan will have its much anticipated review completed in concert with the revised Zoning By-law. . . . . '. Council Minutes -4- December 1, 2003 INAUGURAL ADDRESS REPORTS Schedule of Meetings for 2003 - 2006 Economic Development ITER is still wanted and the next five days in Vienna will determine the future. The Courtice Water Pollution Plant at a price tag of $128 million will see the first phase of its construction in 2006. The Mayor was pleased to announce that Clarington is projecting a record year for construction value with a total construction value of $178 million. Industrial construction is up 50% to $3.15 million, commercial construction is up 500% to $3 million, Institutional construction is up 50% to $10.7 million, Agricultural construction is up 40% to $1.1 million and OPG with a huge $25 million increase in construction value. Library Services The Mayor will be exercising his right to sit on the Clarington Library Board and he plans to establish a short term time frame for the new Newcastle Branch; the current $70,000 per year in rent would be better applied to a debenture and a taxpayer-owned Newcastle Library. Other Initiatives Clarington will again be pushing the envelope and leading the way in customer service. The last new initiative will be implementing community forums on a quarterly, rotating basis in each of the four wards. Mayor Mutton guarantees great service and great economic and employment growth for the most innovative and efficient Municipality in Ontario. '- Council Minutes BY-LAWS - 5 - December 1 , 2003 Resolution #C-568-03 Moved by Councillor MacArthur, seconded by Councillor Foster THAT leave be granted to introduce the following by-laws and that the said by-laws be now read a first and second time: 2003-176 being a by-law to adopt the meeting schedule for the years 2003 - 2006 2003-177 being a by-law to appoint deputy mayors 2003-178 being a by-law to establish the Members of Council as Chairmen of Departments and to repeal By-law 97-257 2003-179 being a by-law respecting the annual allowances paid to the Mayor and Members of Council "CARRIED" Resolution #C-569-03 Moved by Councillor MacArthur, seconded by Councillor Foster THAT the third and final reading of By-laws 2003-176 to 2003-179, inclusive, be approved. "CARRIED" CONFIRMING BY-LAW Resolution #C-570-03 Moved by Councillor MacArthur, seconded by Councillor Foster THAT leave be granted to introduce By-law 2003-180 being a by-law to confirm the proceedings of the Council of the Municipality of Clarington at this first meeting held on the 1 st day of December 2003, and that the said by-law be now read a first and second time.
