Patti Barrie, Municipal Clerk, advised Council that letters have been
sent to all the election candidates providing them with Appointment
of Scrutineer forms. This allows for either the candidates or their
scrutineers to attend the Ballot Counting Station on November 10,
2003, located at the Garnet Rickard Complex and the Ballot Return
Station located at the Municipal Administrative Centre. The
Unofficial results will be announced in the Council Chambers of the
Municipal Administrative Centre on November 10, 2003. The
Municipal Elections Act states that candidates and/or their
scrutineers are allowed to attend both the Ballot Counting Station
and the Ballot Return Station and also to view the election results.
It is therefore recommended that By-law 2001-141 be amended to
allow Mr. Ward access to the Municipal Administrative Centre for
election purposes without first receiving written permission from the
Chief Administrative Officer.
Richard Ward, 3709 Regional Road 9, Orono, LOB 1 MO, advised
Council that everything they heard at the special Council Meeting
held of July 6, 2001, was untrue. He stated that there is no fact or
substance of truth, no witnesses, reports or incidents that had
occurred. He noted that he would like to see what evidence there
was to justify the actions that were taken at that meeting. Mr.
Ward stated that he has never touched a single person or made a
threat to anyone or even a threatening phone call. He has attended
over 1500 meetings over the last 15 years and has only ever asked
questions; questions that he does not get answers to. Mr. Ward
noted that By-law 2001-141 is not just and should not have been
passed in the first place.

THAT leave be granted to introduce By-law 2003-171 being a
by-law to amend By-law 2001-141, and that the said by-law be now
read a first and second time.

THAT the third and final reading of By-law 2003-171 be approved.

THAT leave be granted to introduce By-law 2003-175 being a
by-law to confirm the proceedings of the Council of the Municipality
of Clarington at this special meeting held on the 31 st day of
October 2003, and that the said by-law be now read a first and
second time.
