GRASS CUTTING AND TRIMMING
Recommendations:
It is respectfully recommended that the General Purpose and Administration Committee recommend to
Council the following:
1. THAT Report COD-003-05 be received;
2. THAT Tom's Landscaping Maintenance & Design, Oshawa, Ontario, with a total bid amount of
$190,134.64 (plus GST), being the lowest responsible bidder meeting all terms, conditions and
specifications of Tender CL2004-39, be awarded the three (3) year contract for grass cutting and
trimming for Sections 1, 2 and 3 as required by the Operations Department; and
3. THAT the required funds be drawn from the respective year's current budget allocation for grass
cutting;

BACKGROUND AND COMMENT
Tenders were publicly advertised and called for a three (3) year Grass Cutting and Trimming contract, as
required by the Operations Department.
Subsequently, tenders were received and tabulated as follows:

'Bid Extension Error

The tender specifications provided the contractors with the opportunity to offer a pricing discount if awarded
all three (3) sections. As the Municipality is recommendin9 the award to one contractor, the pricing discount
is applicable. The low bid is therefore Tom's Landscaping Maintenance & Design with a total bid amount of
$190.134.64 plus taxes for all three sections. Altematively, if the bid were is to be awarded based on the low
bid for each section, the award would be to GWS Landscaping for Sections 1 and 3 and to Tom's
Landscaping Maintenance & Design for Section 2, for a total contract value of $194,909.98 plus GST.
Due to the many changes made in the 2004 tender, a cost comparison to 2002 would not be reflective of any
increases or decreases in prices.
Staff has considered the option of providing grass cutting services with Municipal forces, however in terms of
capital investment this is not a financially feasible option at this time. A memo from the Director of Operations
has been forwarded under separate cover.
Tom's Landscaping has previously performed satisfactorily for the Municipality of Clarington through the
preceding three (3) year Grass Cutting and Trimming contract.
After further review and analysis of the bids by the Director of Operations and the Purchasing Manager, it is
recommended that the contract for Parts 1, 2 and 3 be awarded to Tom's Landscaping Maintenance &
Design, Oshawa, Ontario.

The Director of Finance has reviewed the funding requirements and concurs with the recommendation.
Queries with respect to department needs, specifications, etc., should be referred to the Director of
Operations.
