Director, Department of Community Services DATE: April 2, 19£31 SUBJECT: Bowmanville Memorial Arena Bowmanville Memorial Arena is close to thirty years old and over the years a great deal of preventive maintenance work has taken place. It seems to me that Council or Councils in the past have had a concern of the cost of operating this facility. I might add, staff are concerned of the deficit which I feel is low compared to the arenas in municipalities the size of Newcastle. We (staff) have tried hard to preserve this facility by continuous preventive maintenance service. This is one reason it involves two staff members employed there during the off season (Spring & Summer) . Because of the age of the arena, it demands constant maintenance work, which in turn is costing the Town a considerable expense due to leaking roof, worn and torn dressing rooms, shabby washrooms, and areas of the building that have not been painted in seven (7) years. There are structure problems in the arena that should be investigated. It is my professional opionion and the opinion of staff that Council should decide how far we advance in maintaining this facility. How far down the road are we from a new arena? At the present time, preventive maintenance work is carried out yearly, however, we require a decision or direction from Council regarding major work to be done in the arena. Bowmanville Memorial Arena page 2. One of the major problems is the south wall, which I would recommend that an engineering study be prepared by engineering consultants. Although this report may sound brief, it is to the point and I would recommend that an inspection tour of the arena be made by Council at their convenience. c r I
