It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. 1( THAT Report PD -81 -89 be received; and
2. THAT the request of the Town of Newcastle Local Architectural Conservation
Advisory Committee to designate as Historical Structures, these properties
listed on Attachment Nos. 1 through 5 hereto, be approved; and
3. THAT the Clerk prepare, send and publish the required notices of intent
pursuant to the provisions of the Ontario Heritage Act and report back to
Council following the prescribed notification period; and
4. THAT the Town of Newcastle Local Architectural Conservation Advisory
Committee be advised of Council's decision.'/
1. BACKGROUND
1.1 The Planning Department has received copies of requests submitted by the
Local Architectural Conservation Advisory Committee (L.A ®C<A ®C.) to
designate a total of 5 properties as having historic or architectural value
or interest. The subject properties are described on Attachment Nos. 1
through 5 hereto.

1.2 The Ontario Heritage Act empowers a municipality to pass a
designating a property to be of historic or architectural value or
interest. The Act stipulates that the owner of property so designated
cannot alter the property where such alteration is likely to affect
the reason for the designation, without the written consent of
Council. Council is required to consider any application for
alteration of a designated property in consultation with C.A.C.J\.C..
1.3 The Chairman of L.A.C.A.C. has advised that the designation requests
have been made in response to requests submitted by the respective
property ovmzezo. L.&.C.A.C. has provided the property owners with
relevant information related to the designation of their properties,
including the restrictions placed on their properties as the result of
designation.
1.4 Staff have reviewed the five (5) properties indicated on Attachment
Nos. l through 5 in terms of their Official Plan and Zoning By-law
designations and, as well, have conducted external visual inspections
of the properties. Staff have no objection to designating the five (5)
subject properties pursuant tothe Ontario Heritage Act as having
historical or architectural significance.
2. RECOMMENDATIONS
2.1 It is recommended therefore that the Clerk prepare, send and publish
the required notices of intent pursuant to Section 39 of the Ontario
Heritage Act and report back to Council following the prescribed
notification period.

The Guy Gamsby House, 5085 Main Street, Orono
Hanninq Plan, Block D, Lot 16
This 2 storey frame house was built c. 1850, and is a rare example of the late
Georgian style. The house is recommended for designation for the following
reasons:
.Exterior - original clapboard siding, cornices and 6 over 6 sash.
- moulded pilasters and entablature, and detail surrounding
front door.
Interior - original pinefloors, wainscotting and window trim,
bannister of main hall and carving on main staircase.

The John Cobbledick House
Part Lot 27, Concesison 5, former Township of Clarke
This one and one -half storey house, built in 1865, is a fine example of a
fieldstone farmhouse, with its design based on the Georgian tradition. The
house is recommended for designation because of the following architectural
features:
Exterior - front of the house is laid in random coursed fieldstone;
- side and rear are in rumble fieldstone
- original beaded mortar on frontwall
- detailing of cornices and returns on the gable ends
- original pilasters and moulded entablature on front entrance

81 Scugog Street, Bowmanville
Hanning Plan Block 6, Part Lot 1
This 2 storey house, built c. 1880, retains a number of features reminiscent
of the Second Empire style. This house is recommended for designation for the
following architectural reasons;
Exterior - brick work, executed in the running bond style
- original sash and round - headed windows, original gingerbread on
front gable, original eaves brackets
- twin verandahs flanking the central bay
Interior - several original elements remain, including the banister of main
staircase, pine and hardwood floors, parlour fireplace, and etched
ruby glass transom over front door

76 Queen Street, Bowmanville
Hanning Plan Block U, Part Lot 9
This house, built c. 1860, is a fine example of the hip roofed Regency
cottage. The house is recommended for designation for the following
architectural features:
Exterior - well preserved brick work, segmentally arched windows, front porch,
transom over front door and ruby glass side lights.
Interior - original pine and hardwood floors, baseboard and window trim.

ATTACHMENT NO. 5 TO REPORT NO. PD -81 -89
The Eldad Church, Solina, 1848 Concession Road 6
Part Lot 27, Concession 6, Darlington
This Church, built in 1855, is the oldest church building in Darlington
Township and possibly in the Town of Newcastle. A number of additions have
been made to the original structure. The Church has been recommended for
designation for the following reasons:
Exterior - low pitched gable roof and return eaves
- original arched windows and entrance
Interior - original choir platform; original wainscotting, 4 panelled doors
