Mayor Rickard and Members of Council:-
The following is a report of the meeting of the Community Services Carmittee
held August 14 1978:-
1. Agreement - The Town, Jaycees and Kinsmen re Soper Creek Park
It was recommended to Council that the Agreement between the Town,
the Jaycees and the Kinsmen re Soper Creek be forwarded to the Kinsmen
and the Jaycees for their endorsation. (Taken to Council Meeting of
August 14 1978)
2. Ministry of Culture and Recreation re application by Tyrone
Conmunity Centre for Wintario Grant
It was recommended that Council provide the necessary letter to the
Ministry of Culture and Recreation endorsing the project of the
Tyrone Community Centre for the construction of an equipment shed,
addition to hall and perimeter fence and indicating Council's
willingness to be responsible for operating costs.
. 3. Lob Ball Challenge
It was recommended that the Town accept the Burketon Rangers
challenge to Councillors and Staff to a Lob Ball Game on August
31 1978. Mr. Caruana to make suitable arrangements.

Community Services Report
Re: Request for Beer Tent
Bowmanville Men's
Softball League,
Baseball Tournament
RECOMMENDATIONS:
1. That this report be received.
2. That Council deny the request of the Bowmanville Men's
Softball League, to operate a beer tent at Memorial Park
on September 17, 18, 19 and 20th.
3. That Mr. J. Humenick, R.R.#6, Bowmanville, be so advised.
BACKGROUND
The attached letter was received on August 7th, 1981 and discussed
by the Administrator and Director of Community Services, and this
report prepared for consideration of Council, at the special
meeting of August 21, 1981. If Council chooses to approve the
request, sufficient time could be available to the league to
apply for the necessary liquor licensing permits (provided Council
concurs with the request as of the date of receiving the report) .
COMMENT
Staff are agreed that despite the assurance from Mr. Humenick that
the request should be denied for the following reasons :
1. The approval will set a precedent for the use of the pool
area which could result in future problems.
2. Despite assurances, and although the pool itself will not be
in operation, staff are concerned about the safety aspects of
the event because of the proximity of the facilities.
3. Staff are concerned about possible damage to Town Property.
4. The event is anticipated to cause disruption to neighbouring
residential areas, and as inferred by point (1) above may
become a continuing problem if other such events are allowed
as a result of permission being granted in this instance.
