• Public Information Centre for the Clarington Transportation Master Plan, hosted
by the Engineering Services Department, at the following times:

Councillor Partner announced the final Public Meeting for the Zep Wind Farm on

Councillor Woo attended the Opening Reception of the VAC Instructor/Member Show
on Sunday, January 20, 2013 at the Visual Arts Centre, Newcastle. Councillor Woo
announced the following upcoming events:
• The Newcastle Lions' Italian Night on Sunday, January 27, 2013 which will
include two sittings: 5:00 p.m. and 6:30 p.m.
• The "Managing Large-Scale Fill 2013 Symposium", hosted by the Township of
Scugog and Kawartha Region Conservation Authority, on Friday, January 25,
2013 at the Scugog Community Centre, Port Perry.
Councillor Hooper attended the following events:
• CLOCA's Annual Board Meeting on Tuesday, January 15, 2013 where Whitby's
Mayor Pat Perkins was re-elected as Chair, and Councillor Novak was elected as
Vice-Chair.
• Kawartha Region Conservation Authority's Annual General Meeting on
Wednesday, January 16, 2013 at the Fenelon Falls Community Centre.
Councillor Hooper announced the following upcoming events:

• The Heritage Committee will be hosting Heritage Week Celebrations from
February 16 to 24, 2013. More information can be found at
heritage.clari ngton.net.
• Clarington Older Adults Association's Robbie Burns Lunch on Tuesday,
January 22, 2013 from 11:30 a.m. to 1:00 p.m. at the Clarington Beech Centre.
• The Church of Jesus Christ of Latter Day Saints' Open House on Saturday,
January 26, 2013 at 2:00 p.m.
• Bowmanville Association of Hospital Volunteers' Italian Night on Saturday,
February 2, 2013 at Trinity United Church.
Mayor Foster attended the following events:
• Big Brothers and Big Sisters' Bowl for Kids Sake Launch Party on Wednesday,
January 16, 2013 at the Clarington Central Secondary School. He urged
Members of Council to visit the Big Brothers and Big Sisters website and to
create a "video shout out".
• World Religion Day 2013 Event on Sunday, January 20, 2013 in Port Perry.
Mayor Foster announced the following:
• Councillor Novak will be taking the chair during this meeting at approximately
10:15 a.m. and returning later in the meeting. He informed the Committee that
he will be absent because he will be attending an event to mark the substantial
completion of the Ontario Power Generation's (OPG's) Refurbishment
Headquarters at the Darlington Energy Complex.
• Julia Fielding will be starting as the Clarington Museums and Archives' Executive
Director in February.
• Clarington Tourism Marketing Board Annual Meeting on Tuesday, January 22,
2013 from 6:30 p.m. to 8:00 p.m. at the OPG Darlington Info Centre.
• Clarington Board of Trade's Simply Social on Wednesday, January 23, 2013 at
the new Royal Bank location on King Street in Bowmanville.
• Clarington Museums and Archives' Robbie Burns Night on Saturday, January 26,
2013 at the Newcastle Town Hall.
• Grand Opening of the Clarington Museums and Archives' Ice Age Mammals
exhibit on Saturday, January 19, 2013 at the Sarah Jane Williams Heritage
Centre.

(a) Subject: Applications for a Proposed Official Plan Amendment and a
Draft Plan of Subdivision
Applicant: West Diamond Properties Inc.
Report: PSD-006-13
Carlo Pellarin, Manager Development Review, made a verbal and PowerPoint
presentation to the Committee regarding the application.
No one spoke in opposition to or in support of the application.
Kelvin Whalen, representing the applicant, was present in support of the
recommendations in Report PSD-006-13 and was willing to answer questions of the
Committee.
(b) Subject: Applications for a Proposed Zoning By-law Amendment and a
Draft Plan of Subdivision
Applicant: 1613881 Ontario Limited
Report: PSD-007-13
Cynthia Strike, Planner, made a verbal and PowerPoint presentation to the Committee
regarding the application.
No one spoke in opposition to the application.
Greg Milosh, local property owner, spoke in support of the application. He asked
whether the timing of the expansion of the project is contingent on the construction of
the water pollution control plant.
Tom Albani, Metrus Developments, was present in support of the recommendations in
Report PSD-007-13 and was willing to answer questions of the Committee.
(c) Subject: Applications for a Proposed Zoning By-law Amendment
Applicant: 668390 Ontario Limited
Report: PSD-008-13
Cynthia Strike, Planner, made a verbal and PowerPoint presentation to the Committee
regarding the application.
No one spoke in opposition to or in support of the application.

Mayor Foster left the meeting at 10:08 a.m. Councillor Novak chaired this portion of the

DELEGATIONS
DELEGATION OF HIDA MANNS REGARDING THE DURHAM ENVIRONMENTAL
ACHIEVEMENT AWARDS
Hida Manns, Clarington Representative to the Durham Environmental Advisory
Committee (DEAC), was present regarding the Durham Environmental Achievement
Awards. She made a verbal and PowerPoint presentation to the Committee. Ms.
Manns explained that her presentation today was the annual call for nominations to the
Durham Environmental Achievement Awards. She explained the role of DEAC and
provided details regarding the awards, including the different award categories.

THAT the delegation of Hida Manns, Clarington Representative to the Durham
Environmental Advisory Committee (DEAC), regarding the Durham Environmental
Achievement Awards, be received with thanks.

DELEGATION OF BOB OWENS REGARDING REPORT PSD-009-13, CLARINGTON
OFFICIAL PLAN AMENDMENT NO. 89
Bob Owens, Roy Nichols Motors Ltd., was present regarding Report PSD-009-13,
Amendment 89 to the Municipality of Clarington Official Plan to Incorporate the Courtice
Mainstreet Secondary Plan Official Plan Review. He stated that he was present to
request a zoning change for his properties at 2728 Highway 2 and 1752 Highway 2, in
Courtice. Mr. Owens informed the Committee that his property is currently zoned
Special Commercial and will remain as such as long as he is operating the car
dealership business. He added that, when he ceases to operate the car dealership,
which has been in place since 1922, the zoning will revert to Residential. Mr. Owens
stated that he assumes the value of the properties will be much less if they revert to
residential, especially without water and sewers. He noted that the Courtice Corners
Plaza property, adjacent and across from Mr. Owens' properties, are zoned
Commercial. Mr. Owens requested that the zoning on his properties be changed to
Commercial. He explained that he had purchased more property, with the possibility of

expansion, but would like have a more options for use on these properties. Mr. Owens
explained that he had not come forward earlier because, years ago, when the Official
Plan was established, he was informed that there would be no change for 30 years.
DELEGATION OF OLAF RUDOLPH REGARDING REPORT PSD-009-13,
CLARINGTON OFFICIAL PLAN AMENDMENT NO. 89
Olaf Rudolph, local Courtice resident, was present regarding Report PSD-009-13,
Amendment 89 to the Municipality of Clarington Official Plan to Incorporate the Courtice
Mainstreet Secondary Plan Official Plan Review. Mr. Rudolph stated that he and his
neighbours wish to have the special study area extended to the south side of
Sandringham. He concluded by asking that Sandringham not be extended, but that the
area be restored to a natural state.
PRESENTATIONS
PRESENTATION OF TED WATSON REGARDING THE 2012 CLARINGTON
AGRICULTURAL ADVISORY COMMITTEE ACCOMPLISHMENTS
Ted Watson, Chair, Clarington Agricultural Advisory Committee (CAAC), made a verbal
presentation, accompanied by handouts, regarding the 2012 CAAC Accomplishments.
He explained the changes to the executive of the CAAC and noted that the
accomplishments are listed on the handout. Mr. Watson noted that he has been a
member since 2002. Mr. Watson thanked Members of Council for passing supportive
resolutions regarding agricultural issues. He invited Members of Council to attend the
spring farm familiarization tour, to be held in conjunction with the Clarington Board of
Trade. Mr. Watson urged members of Council and senior staff to attend. He made a
commitment that the CAAC will continue to provide input on issues affecting agriculture.

industry.

Shelter open until 8:00 p.m. on weekdays; and

road widenings as public highways; and

TERMS OF REFERENCE
Resolution #GPA-041-13
Moved by Councillor Novak, seconded by Councillor Hooper
THAT Report CAO-001-13 be received;
THAT Council endorse the Terms of Reference for the Sustainable Clarington
Community Advisory Committee (Attachment 1 to Report CAO-001-13);
THAT the Municipality proceed to advertise for Clarington resident's interest in public
appointment to the seven (7) member Committee;
THAT the members of the Living Green Community Advisory Committee be advised of
Council's decision about this new Committee; and
THAT Mayor Foster be appointed as the Council representative on the Sustainable
Clarington Community Advisory Committee.

structure be amended to include seven community members, the Mayor,
and a Member of Council;
THAT both the Mayor and Member of Council shall sit as ex-officio
members with no voting rights;"

OTHER BUSINESS
CIVIL MARRIAGE SERVICES
Resolution #GPA-043-13
Moved by Councillor Hooper, seconded by Councillor Partner
WHEREAS on December 13, 2004, Council passed By-law 2004-253 to "opt in" to
providing civil marriage services;
AND WHEREAS the authority to provide the civil marriage services extended to those
services held Monday to Friday in the Municipal Administrative Centre only;
AND WHEREAS the fee for civil marriages was set at $250 to cover the cost of staff
time and use of the Municipal Administrative Centre;
AND WHEREAS the Deputy Clerk and Administrative Assistant to the Municipal Clerk
have received requests to perform a civil marriage service outside of the parameters set
by By-law 2004-253;
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE MUNICIPALITY OF
CLARINGTON THAT the Municipal Clerk or designate be authorized to perform the
following civil marriage services:
Saturday, April 27, 2013 —Trafalgar Castle, Whitby, Ontario
Saturday, July 6, 2013 —Valley View Gardens, Oshawa, Ontario
THAT the $250 fee be waived in this instance; and
THAT the appropriate by-law be forwarded to Council.

PETITION REGARDING TRAFFIC ISSUES AT THE NEWCASTLE PUBLIC SCHOOL
Councillor Woo informed the Committee that he was in receipt of a petition, organized
by Dennis Mackie, regarding traffic issues at the Newcastle Public School, and he
submitted it to the Municipal Clerk's Department.
