RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-89-89 be received;
2 . That the request for an All-Way Stop Condition at Nash/Rundle
Road Intersection be denied;
3. That the Speed Zone on Nash Road, 300 metres east and 200
metres west of rundle Road be reduced from 60 km/hr to
50km/hr;
4 . THAT the attached by-law (Attachment No.S) be passed by
Council to implement the change in the speed zone from
60 km/hr to 50 km/hr; and
5. THAT a copy of this report be forwarded to Mrs. Barb Gilham,
Mrs . Gaye Ante and Mr. Keith Paterson.

2 . 0 BACKGROUND
2 . 01 The Public Works Department have received petitions and
letters from residents regarding the intersection at Nash and
Rundle Road, in the former Darlington Township as follows:
1. Petition received from Mrs . B. Gilham requesting:
a) Traffic lights or an All-Way stop at the Nash Road/
Rundle Road Intersection;
b) reduction in speed from 60 km/h to 50 km/h.
2 . Petition submitted by K. Paterson from fifty-nine (59)
residents requesting installation of traffic lights or a
Four-Way stop at the of Nash Road/Rundle Road Intersection.
3. Individual letters received from fifteen ( 15) residents
requesting a Four-Way stop sign be installed. Residents
also referred to a problem with gravel trucks using Nash
Road.
3. 0 REVIEW AND COMMENT
3.01 The Guidelines and Warrants for Stop Signs ns taken from the
Manual of Uniform Traffic Control Devices used by the Ministry
of Transportation was used to determine if a Four-Way Stop was
warranted at the Nash/Rundle Intersection. A copy of the
Four-Way Stop Evaluation - Warrant Study is included as
Attachment #3 .
3 .02 A vehicle and pedestrian traffic count was performed on
September 14, 1989 (Attachment #4) . This intersection does
NOT warrant four way stop based on vehicle and pedestrian
traffic volume.
3 . 03 Although traffic counts were taken when traffic volumes were
unusually high due to reconstruction of Highway #2, the
results do not warrant a four way stop condition.
3 . 04 "Warrants - All Way Stops" outlines criteria where all way
stops should not be used:
i) Where pedestrian protection in particular school
children, is a prime concern as the concern can usually
be addressed by other means;
ii) as a speed control device;
iii) as a means of deterring the movement of through traffic
in a residential area.

3.05 A report prepared by the Technical Committee of the Ontario
Traffic Conference states that speed of traffic is only
reduced for a distance of 30 - 40 metres at the approach and
exit to an all-way stop intersection. The installation of an
all-way stop is not an effective way to reduce speed over a
large area of roadway.
3 . 06 A gravel pit is located on Rundle Road north of Nash Road.
Its lease expires February, 1990, and the owner advises the
lease will not be extended.
3 . 07 Maple Grove School is located on Nash Road west of Rundle
Road. The majority of students are bused to school . There
is no crossing guard at this location. Pedestrian volumes
at the intersection including children and adults between 8:00
a.m. and 4:00 p.m. , totalled eighty-three (83) . This does not
meet the warrants and guidelines for all way stop control.

3 . 08 Discussions with Durham Region Police revealed that they have
been monitoring this location for some time and the majority
of speeders ticketed appear to be non-locals using Nash Road
as an alternate route to Highway #2 . They do not consider
this intersection a problem based on Motor Vehicle Accident
Reports over the past three years .
4 .0 SUMMARY
4 . 01 According to the Guidelines and Warrants for installation of
an all way stop condition, this intersection based on Four Way
Stop Evaluation Warrant Study does not meet the warrants for
an all way stop condition.
4. 02 The gravel trucks using Nash Road should cease when the
lease expires on the Gravel Pit.
4 . 03 The request for a reduction in speed from 60 km/h and 50 km/h
can be accommodated due to the location of the school and the
provision of the Highway Traffic Act, Section 109 (4) (a) .
5 . 0 RECOMMENDATIONS
5 .01 It is, therefore, recommended that Nash/Rundle Road
intersection should remain unchanged; that is, Nash Road
remain the through road and Rundle Road remain the stop
condition from both north and south bound traffic .
That the speed zone adjacent to the school be reduced from 60
km/h to 50 km/h in accordance with the Highway Traffic Act and
that the appropriate by-law be amended.

BY-LAW NUMBER 89-
Being a by-law to amend By-Law 79-75 "Being a By-Law to
authorize speed limits on highways under the jurisdiction of
the Town of Newcastle as amended;
That Council of the Corporation of the Town of Newcastle hereby enacts
as follows:
1. THAT Schedule "E" Part 1 to By-Law 79-75 is now enacted by adding
the following reference:
