SUB,JECT: HIGHWAY 115 PROPOSED TEMPORARY ROAD CLOSURE

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the following:
1. THAT Report WD-87-89 be received;
2 . THAT Peter Dorton, Traffic Analyst, Ministry of Transportation, be
advised that the Town approves their request to close off access at
Boundary Road (road allowance between Township of Manvers and former
Clarke Township) to Highway 115 for a period of nine (9) months, more
or less, for the purpose of constructing a new bridge/interchange at
Highway 115 and Boundary road on the condition that the Ministry of
Transportation assume the responsibility for maintenance (snowplowing,
sanding, etc. ) during their construction project and that the road
condition of Boundary Road be maintained by the Ministry to the
satisfaction of the Director of Public Works during and upon the
completion of the Ministry of Transportation's project.
3. THAT a copy of the Report WD-87-89 be forwarded to Mr. Peter Dorton, j
Traffic Analyst, Ministry of Transportation and to Mr. D.M. Whitteker,
Clerk, Township of Manvers.

2 . BACKGROUND
2 . 1 On September 11, 1989, Council passed the following resolution
(#C-597-89) :
"THAT the correspondence dated July 24, 1989, from Mr.
George Flint, Traffic Analyst, Ministry of
Transportation, together with the memorandum dated
September 7, 1989, from Patti Barrie, Town Clerk, with
respect to the temporary road closure and Durham/Victoria
Boundary Road 20 be received;
THAT the correspondence be referred to the Director of
Public Works for review and subsequent report to the
General Purpose and Administration Committee; and
THAT Mr. George Flint be advised of Council's decision. "
2 .2 On September 25, 1989, Council passed the following resolution
(#C-649-89 ) :
"THAT the correspondence dated September 12, 1989, from
Mr. Peter Dorton, Traffic Analyst, Ministry of
Transportation, with respect to the proposed detour and
closure of Durham/Victoria Boundary Road at Highway 115
for interchange construction be received;
THAT the correspondence be referred to the Director of
Public Works for consideration in conjunction with Mr.
George Flint's correspondence of July 24, 1989,
respecting construction of same road; and
THAT Mr. Peter Dorton be advised of Council's decision. "

2 . 3 The Town of Newcastle is responsible under the authorization of the
boundary agreement dated July 1, 1974, between the Town of Newcastle and
the Township of Manvers to maintain the Boundary Road between Manvers
and Newcastle from Highway 35 to the east Townline during the period of
October 1 to April 1 of each year (see Attachment No. l) .
2 .4 A letter from Mr. Peter Dorton, Traffic Analyst, Ministry of
Transportation (Attachment No. 3) was received requesting that the Town
of Newcastle allow the Ministry of Transportation to close off access
to Boundary Road at Highway 115 for approximately nine months.
2 .5 The reason for this request is to allow the Ministry of Transportation
to construct a new bridge/interchange at Highway 115 and Boundary Road.
2 . 6 Traffic on the east side of Highway 115 will be detoured east on
Boundary Road to Manvers Township 15/16 Road to access Highway 115.
Traffic on the east side of Highway 115 will travel west on Boundary
Road and south on Highway 35 to reach Highway 115 (see Attachment
No.2) .

3. COMMENT
3. 1 The Town of Newcastle is very concerned about the adequacy of the
Boundary Road to withstand the load subjected by the heavy trucks which
will be obliged to use the detour.
3.2 Boundary Road is subject to flooding in the area of the proposed detour
at certain times of the year.
3. 3 Harden & King Paving Ltd. has a gravel pit in Lot 17 which requires a
good quality road for egress all year round and may restrict access to
this commercial operation should they be obliged to travel on the said
detour.

3.4 On the portion of the Boundary Road west of Highway 115 and east of
Highway 35, James Dick Ltd. operates a very busy commercial gravel
operation and has a good access to Highway 115 at the present. To
detour James Dick Ltd. to travel Boundary Road westerly to Highway 35
will mean that the commercial operator will be required to travel over
1 km of gravel road which was never constructed to accommodate this type
of loads .
4. RECOMMENDATIONS
4 . 1 It is, therefore, recommended that we comply with the Ministry of
Transportation's request to authorize the detouring onto Boundary Road
with the provision that the Ministry of Transportation assume the
responsibility for maintenance (snowplowing, sanding, etc . ) during their
construction project and that the road condition of Boundary Road be
maintained by the Ministry to the satisfaction of the Director of Public
Works during and upon the completion of the Ministry of Transportation's
project.

Re : Highway 115 - Proposed Detour and Closure o s�
Durham/Victoria Boundary Road at Highway 115
for Interchange Construction
W. P . 74-70-04
The Ministry will be constructing a new bridge/interchange
at Highway 115 and Boundary Road , as part of the recon-
struction of Highway 115 . It is anticipated that this
work will be commencing in mid" to late 1991 .
The Ministry is proposing to close off access at Boundary
Road for approximately 9 months. The proposed detours for
access to Boundary Road north of Highway 115 are outlined
in G. Flint' s 89-06-26 letter . Traffic accessing Boundary
Road south of Highway 115 will be detoured along Manvers
Township Road 15-16 . This road will be upgraded as a part
of W. P. 321-87-00 prior to W. P. 74-70-04. Signing will be
provided on Highway 115 west of Boundary Road and east of
Road 15-16 to indicate the detour (see attached drawing ) .
If you have any comments or concerns , please contact this
office . If Council have no objections to the temporary
closure and detours , a resolution stating same would be
appreciated . Manvers Township has also been notified of
our proposals .
