THAT Report WD-86-89 be received; 2 . THAT the Director of Public Works be authorized to proceed with the construction of a foot bridge on Mill Street at an estimated cost of $150,000; and i 3. THAT the funds be obtained from the Roads Capital Reserve Fund and the Lot Levy Reserve Fund. --------------------------------------------------------------------------- REPORT 1. BACKGROUND 2 . 1 On May 15, 1989, Report WD-55-89 was received by Council for information. Council was advised that on April 17, 1989, the Bailey Bridge on Mill Street in Hampton was removed because the abutments on both sides of the creek were being washed out by the spring flows to such an extent that there was a very real risk that the Bailey Bridge would be seriously damaged. 2.2 The bridge was removed and since then Mill Street has been closed to vehicular and pedestrian traffic. 2 . 3 Provision has been made in the 1989 Capital Budget, for construction in 1990, of a new bridge on Mill Street and the widening of Mill Street to provide for two lanes of traffic and for pedestrians . I I 3. INFORMATION CENTRE AND ENVIRONMENTAL STUDY REPORT 3. 1 A Public Information Centre was held at the Hampton Community Hall from 3:00 p.m. to 7 :00 p.m. on June 21, 1989 to provide the public with an opportunity to review and comment on the planning and design alternatives for the proposed road way improvements. Approximately 70 people attended the Public Information Centre and 50 written comments were received from the public during and following the Public Information Centre. 3.2 Following the Information Centre, our Consultant, Totten Sims Hubicki Associates prepared an Environmental Study report (Attachment No. l) which outlined the public participation and the other factors which must be considered prior to making recommendation with regard to the project. 3. 3 In accordance with the requirements of the Environmental Assessment Act, notices were placed in the local papers (Attachment No.2) . As noted in the advertisement, the public was given an opportunity to request that the Minister of the Environment "Bump-up" the project to an individual environmental assessment. No request has been received and the Town may 103 ?, . . .3 REPORT NO. : WD-86-89 PAGE 3 now proceed with the project as presented in the Environmental Study Report. 4 . SUMMARY OF ALTERNATIVES 4 . 1 The following three planning alternatives were identified and considered: 1) Do nothing 2) Close Mill Street to vehicular traffic and construct a pedestrian footbridge. 3) Construct a new creek crossing structure and re-open Mill Street to two lanes of vehicular traffic. i 4.2 DO NOTHING ALTERNATIVE 4 .2 . 1 This alternative is what exists now, that is, the road is closed to vehicular and pedestrian traffic . Based on the comments received by mail and at the Information Centre, this alternative would satisfy no one. 4 . 3 CONSTRUCT A FOOTBRIDGE ONLY 4. 3. 1 Most of the residents on McCallum Street and King Street have indicated that they prefer this alternative. The main reason for this preference is that the re-opening of Mill Street to vehicular traffic by means of a two lane bridge and roadway on Mill Street will increase traffic on McCallum Street and King Street, both of which are residential streets. 4. 3.2 The estimated cost for this alternative is $150,000. 4.4. CONSTRUCT A NEW CREEK CROSSING STRUCTURE AND RE-OPEN MILL STREET TO VEHICULAR AND PEDESTRIAN TRAFFIC 4 .4 . 1 This alternative consists of reconstruction of the bridge and widening of Mill Street and the construction of a sidewalk to provide for two lanes of traffic and pedestrian traffic . 033 . . .4 REPORT NO. : WD-86-89 PAGE 4 4 .4 .2 This alternative is the preferred alternative by most of the residents located on the east side of Bowmanville Creek. 4 .4 .3 Our consultants have estimated that this alternative would result in an increase in traffic on McCallum Street from about 225 vehicles per day to about 410 vehicles per day and on King Street from about 515 vehicles per day to about 878 vehicles per day. 4 .4 .4 The estimated cost of this alternative is $850,000 . 5. REVIEW AND COMMENT 5. 1 Many of the residents in Hampton have strong opinions as to which option they prefer, most of the residents on the west side of Bowmanville Creek being in favour of the construction of a footbridge only and most of the residents on the east side being in favour of the construction of the two-lane bridge and roadway. 5.2 The Durham Region Works Department has advised that the intersection of Taunton Road and Old Scugog Road meets the Region's warrants for traffic signals . The Region's staff have advised that they will be making j provision in the 1990 Budget for the installation of traffic signals at this intersection and subject to approval by Regional Council, the traffic signals will be installed in 1990 . 6 . RECOMMENDED ALTERNATIVE I 6 . 1 The footbridge only alternative is recommended for the following reasons: 1) Most of the residents on the west side of Bowmanville Creek have indicated a preference for this alternative. The reason for their preference is that this alternative will eliminate the use of King Street and McCallum Street by through traffic . King Street and McCallum Street are residential streets . . . .5 REPORT NO. : WD-86-89 PAGE 5 2) The main use of Mill Street by the residents on the east side of Bowmanville Creek is to travel to the M.J. Hobbs Senior Public School and the Darlington Sports Arena, both of which are on Taunton Road or to points farther to the west. This traffic should use Old Scugog Road and Taunton Road. 3) The installation of traffic signals at the Old Scugog Road/Taunton Road intersection will facilitate the use of Old Scugog Road and Taunton Road by through traffic . 4) Since the facilities such as the Community Centre, the Post Office and the Hampton Junior Public School are located on the east side of Bowmanville Creek, one would think that the residents on the west side of Bowmanville Creek would prefer the two-lane roadway alternative. However, they have indicated that they prefer the footbridge only alternative. 5) In view of the above, the cost of $850,000 for a two-lane roadway and bridge cannot be justified. 6 .2 It is therefore recommended that the Director of Public Works be authorized to proceed with the construction of a footbridge on Mill Street at an estimated cost of $150,000 and that the funds be obtained from the Roads Capital Reserve Fund and the Lot Levy Reserve Fund. 6 .3 This report has been reviewed with Marie Marano, Treasurer, who concurs with the recommendation. WAE*llv November 13, 1989 Attachments MR 7_5 PUBLIC NOTICE PROPOSED MILL STREET RECONSTRUCTION FROM KING STREET TO OLD SCUGOG ROAD, HAMPTON TOWN OF NEWCASTLE As a requirement under Ontario's Environmental Assessment Act, the Town of Newcastle hereby notifies all interested individ- uals and parties that the Environmental Study Report(ESR) for the above Project has been completed. Subject to the com- ments received as a result of this Notice and the receipt of other approvals as necessary, the Town of Newcastle may proceed with the construction of the Project. The purpose of the Project is to reconstruct Mill Street from King Street to Old Scugog Road in Hampton. Construction of a con- crete culvert to replace the existing Bowmanville Creek crossing structure is also proposed. The ESR will be available for review and public comment at the following locations between the hours of 9:00 a.m. and 4:30 p.m.,local time: Office of the Town Clerk Town of Newcastle 40 Temperance Street Bowmanville,Ontario L1C 3A6 Hampton Post Office. Temperance Street Hampton,Ontario LOB lJ0 Interested individuals and parties have 30 calendar days from September 27, 1989, to comment on the Project. Comments must be made in writing and should be directed to the attention of the Clerk of the Town of Newcastle. If concerns regarding the Project cannot be resolved,a person/ party may request that the Minister of the Environment"bump- up" this Project to an individual environmental assessment. Bump-up requests must be submitted to the address below. If there are no concerns expressed within the 30 day period, the Town of Newcastle may proceed with construction of Mill Street as presented in the ESR.
