RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report WD-85-89 be received;
2. THAT Victoria Street in the Village of Orono be designated as a "One Way
Street" westbound between Main Street (Regional Road 17) and Church
Street;

3. That the amending by-law attached to Report WD-85-89 be passed by
Council; and
i
4. That the Town Clerk forward it to the Regional Clerk for the Region's
consideration and approval.

1. BACKGROUND
1.1 An Information Centre was held on November 16, 1988 for the reconstruction
of Somerville Drive, Church Street and Victoria Street in Orono and a detailed
description of the work was provided to the residents. The reconstruction
is now completed.
1.2 At the Information Centre residents expressed concerns, that since the Victoria
Street road allowance is only 12.192 m (40 feet) , the reconstruction of
Victoria Street, with the standard 8.5 m (28 feet) wide pavement would result
in the traffic being very close to some of the houses. The location of
pavement and sidewalk were marked out in the field and reviewed with the
residents. After some discussion, it was agreed that the paved surface would
be reduced from 8.5 m (28 feet) to 6.7 m (22 feet) and, in order to provide
for parking on one side of the street, Victoria Street would be made one-way
for westbound traffic.
1.3 The Ministry of Transportation has a policy that they will not subsidize
the reconstruction of roads that do not meet their requirements that
the pavement be not less than 8.5 m (28 feet) . The project 'was reviewed
in the field with Mr. Bob Arbuckle, Ministry of Transportation, who agreed
that because of the narrow road allowance, the Ministry would subsidize
the reconstruction and future maintenance with the 6.7 m (22 feet) wide
pavement.
2. RECOMMENDATIONS
2.1 It is therefore recommended that the Council pass a by-law (Attachment No.4)
to designate Victoria Street in the Village of Orono as an "One Way Street"

2.2 That a copy of Report WD-85-89 be forwarded to the Regional Clerk
for the Region's consideration and approval.

CONTRACT NO. T89-17
MAIN STREET, SOMERVILLE DRIVE, CHURCH STREET AND VICTORIA STREET, ORONO
CONSTRUCTION OF STORM SEWERS
Please be advised the contract for the construction of storm sewers within the
subject streets has been awarded to Quadsons Construction Limited, Concord. The
awarded tender includes complete restoration of Main Street (Somerville Drive,
Southerly to the watercourse) and basic restoration of the disturbed surfaces on
all remaining streets.
The Contractor shall be mobilizing his equipment and personnel on site this week
and work shall commence on Monday, June 12, 1989. The Contract completion is
scheduled for approximately July 28, 1989.
The Public Works Department shall commence the street reconstruction (excepting
Main Street) on Tuesday, August 8, 1989. This work shall include excavation,
granulars, curb/gutter, asphalt pavement, sidewalks and sod. Work shall continue
through to the end of October, 1989. An Information Centre was held at Orono
Community Hall on November 16,1988 and a detailed description of the work was
provided to visitors at that time.
Victoria Street shall be permanently converted to a one-way street (westbound)
for vehicular travel at the conclusion of the construction ro'ect.p 3 Appropriate
signing shall be erected.
Detours shall be in place as required during the progress of the construction
operations. However, at most times local and emergency travel will be permitted.
The Construction administration for the storm sewer contract shall be provided
on behalf of the Town of Newcastle by Totten, Sims Hubicki, Consultants. The
street reconstruction program shall be supervised by Town staff. TSH Resident
Supervisor shall be Mr. Glenn Rusaw and Town Resident Supervisor will be Mr. Ron
Robinson. Either Mr. Rusaw or Mr. Robinson will be available on site during the
progress of the respective work and will assist residents. as required.
We recognize this major reconstruction operation will develop inconvenience to
motorists and pedestrians, particularly, those residing within the limits of
the project. However, with the cooperation of all parties, we shall attempt to
minimize the inconvenience.

BY-LAW 89-
Being a by-law to amend By-Law 79-38, being a by-law
to designate certain streets with the Corporation of
the Town of Newcastle as "One-Way Streets"
WHEREAS the Council of the Corporation of the Town of Newcastle deems it
desirable to amend By-Law 79-38
NOW THEREFORE the Council of the Corporation of the 'Town -of Newcastle enacts
as follows:
Schedule "A' to By-Law 79-38 is amended by adding Item #2.

This By-law shall come into force upon receiving the approval of the Regional
