THAT Report WD-83-89 be received; 2. THAT the changes to parking spaces and GO Bus stops illustrated on Attachment No. 3 and on Attachment No. 7 be implemented to increase the capacity of the King Street/Division Street intersection and that Schedule 'H' I of By-Law 79-1 be amended to provide for the relocation of the Go Bus Stops; 3. THAT funds be provided in the 1990 Budget, for Council's consideration, for the modernization and the connection of the Town's traffic signals to the Region's computer system in Whitby and that the Ministry of Transportation and the Region of Durham be requested to provide sufficient funds in their 1990 Budgets for this project. 4. THAT the cross walk lines on King Street and Silver Street, at the King Street/Silver Street intersection be removed; 5. This zelx)zt is based on the findings of the Totten Sims Bubioki Study and parts of the report have been quoted verbatim. 3.2 Traffic Conqestion on Kin2 Street � 3.2.1 The Totten Sims Hobioki Study revealed that although traffic is generally � operating at a reasonable level of service on King Street during the � peak periods, there are a number of operational and control changes that � could be made to improve the level of service. 3.2.2 The Totten Sims Bobicki Study identified the following three major problems: a) Lack of intersection capacity at the Division Street/King Street intersection during the weekday and Friday p.m. peak bouza^ . . °5 1O0 � U | U � ' REPORT 0O.: V0}-83-89 PAGE 5 ________________________________________________________________________________ b) Interruption of traffic flow by pedestrians, parking maneuvers, illegal parking and vehicles accessing commercial developments. n) Outdated signal timing and phasing plans. 3.3 Lack of Intersection i Intersections � The capacity of the Division Street/King Street intersection can be � increased by: � a) Relocating the westbound GO Bus Stop which is now located on the north aide of King Street' 'oot west of Division � Street, to the north side of King Street, just west of George Street. � � b) Relocating the eastbound GO Boo Stop which is now located on the south side of King Street, 'oat west of Division Street, to the south side of King Street, just east of Division Street. 3.3^I The above changes are illustrated on Attachment 0b,3 These changes will: i) Facilitate right turns onto Division Street for eastbound � � traffic on King Street. � � ii) Facilitate right turns onto King Street for 000tb[x»uud traffic on Division Street. iii) Result in a net gain of one parking space on King Street in the vicinity of Division Street. iv) Alleviate the inconvenience to the general oobIio as well as the Merchants in the area of the Division Street/King Street intersection. . ."4 UUJ 1 () A � ) IDIPOId. 0O" : WD-83-89 PAGE 6 ________________________________________________________________________________ 3.3.2 it is, therefore, oded that the changes illustrated on Attachment No.3 intersection. 3.4 Interrupt.ion of Traffic Flow by Pedestrians, Parking maneuvers, etc. These problems are a matter of enforcement. However, it is felt that they are not oeric)oo enough to warrant any further action. � 3^5 outdated Signal 3.5°1 The traffic signals on King Street at Soogog Street, Temperance Street, Division Street and Simpson Avenue are under the jurisdiction of the Town and are maintained by the Region on behalf of the Town. � � 3^5°2 The traffic signals at Liberty Street are under the jurisdiction of the Region. ' 3.5,3 major improvements can be made in the operation of the traffic signals by modernizing them to provide for separate phases and by oVuoeotiog them to the Begicm`o computer located in Whitby. Note 2: The above costs are based no 1989 nuat estimates. 3.5.4 In 1988/ an application was made to the Ministry of Transportation to include the modernization of the traffic signals in the Ministry's 1989/90 Connecting Link Program. y0r^ D.L. Baotou' District Engineer, ministry of Transportation, advised oa in February, 1989, that there were not sufficient funds available for the I989/90 Construction Program for this project (refer to Attachment N0°2) . | It is, therefore, m]ed that funds be provided in the Town's ' Budget for the modernization and the ti of the Town's traffic | � signals to the i in Whitby and that the i i of Transportation aud the Region o f Durham be requested to provide sufficient funds in their 1990 Budgets for this project. � � 3.6 Ade uacy of Crosswalk Lines at the King Street/Silver 3.6^1 The crosswalk on King Street at Silver Street is illustrated on Attachment 00.4. To be warranted, crosswalks should be at least 250 m from (820.21 feet) another ornaomnlh or an existing signalized intersection. The crosswalk on King Street is located I10 m from (360.89 feet) the Gougog Street/King Street traffic signals. 3.6.2 Crosswalks should be signed as shown on Attachment No.4 or be signed with the overhead crosswalk signs. The cost of the overhead or000*eIh signing is about ¢I5,000 and for the signing illustrated on Attachment No.4 is $I,000^ Since the crosswalk does not meet the warrants for crosswalks, the cost is not oubaidioabIe by the Ministry of Transportation. 10 A7 REIYJIyC 0O^ : V0}-83-89 PAGE 8 ________________________________________________________________________________ 3.6.3 The signing of the ocuamneIk would require the removal of one parking space on the north aide of King Street, east of Silver Street and six parking ayaoeo on south side of King Street (see Attachment No.4) . 3.6°4 In view of the above, it is recommended that the ocoaomaIh lines on Kinc g Street and on Silver Street be ed 3.7 Letter from Thomas G. Smith, Transit. ! 3.7.1 G0 Transit were for their comments on DroI�aeu relocation of / i the CQ Bus Stops on King Street at Division Street. Mr. G. Smith has � advised that "These moves will greatly improve the situation and we fully � agree with the recommendation" (Attachment No. 5) ~ � � � 3.7.2 Mr. Smith also requested that we consider the relocation of the westbound A2 Boo Stop on King Street at Silver Street further to the went on that hooeo can fully clear the intersection. This relocation will require � that three parking stalls be removed (see Attachment No. 4) ^ 3.7.3 An noted in Clause 3^10, this report has been reviewed with members of the 8owmauvilIe Dooiueoa ZmDcovmeot Centre. Their observation is that the � � existing location of the Go Bus Stop just west of Silver Street does not � '-------- create a problem. In view of this and of the fact that the relocation of the Go Bus Stop to a point further to the west would result in the loss of three parking spaces, there is no recommendation that the location / | of this Go Bus Stop be changed. � � � � . ~ .9 UUU 1A00 / ~ IDIIY}8T 0O. : V&}-83-88 Ig\G8 9 ________________________________________________________________________________ 3^8 No Riqht Turn on Red at the King Street/Scugog Intersection 3°8.1 Mr. Theo I*/pker requested that motorists be prohibited from making right hand turns on a red signal at the intersection of King Street and Scugog Street to provide bzaaho in the flow of traffic to facilitate traffic exiting from the entrance to the Veuatnoe y0iII. ! Through field observations, we were unable to substantiate a problem at this location. There are sufficient gaps in traffic to permit reasonable aooeoo to and exit from the entrance to the Vauatoue Mill. � & "No R-iob� �uco on I��n is a form of control that is inconsistent with � � � other forms of control along the Ding Street corridor. Also, this type � of control is subject to a significant amount of abuse by motorists and will not be amzoeosfuI unless combined witb ��o�ac enforcement. In addition, motorists will tend to disregard the prohibition unless they can see a specific reason for its implementation. It is, therefore, recommended that the "no right turn on » control not be implemented. 3.9 IOYEDQBNCY PRE-EMPTION DETECTORS 3.9.1 many municipalities have installed Emergency Pre-emption Detectors in the traffic signals. This device, in conjunction with a device installed in emergency vehicles, permits the operators of emergency vehicles to obam]e the traffic signals to "green" by operating the device in the emergency vehicle. 3^9^2 The onat for the devices for the traffic signals is $4,000 per signal and � ~ � $3,000 per emergency vehicle. This matter has been reviewed with Mike � Creighton and it has been agreed that funds will be provided, for Council's consideration, for the installation of these devices in the traffic signals in the Fire Department's vehicles. ° . .I8 UU7 1008 } REPORT K0. : WD-83-89 Ig\GB 10 ________________________________________________________________________________ 3.9.3 The estimated cost for the traffic signals is $24'000 and for the Fire Department's vehicles is $I8,000^ 3.10 Review of recommendations with the Board of Directors of the BummauvilIe Business,jarovement Area (B.I.A.) 3.I0.1 This report has been reviewed with Mr. George Webster, Chairman, BovmanviIIe Business Centre and three other members of the Board of Directors. The problem is enhanced by motorists making righthand turns from Scugog St. S. to King St. W. during red lights. I ask therefore, that you consider disallowing this practice so that right-hand turns are made only during green lights. This would allow better access by our customer to King St and it would be safer for all. I look forward to your response. These moves will greatly improve the situation and we fully agree with the recommendation. Staff have also pointed out that a similar situation exists at King and Silver Streets and would request that you consider relocation of the westbound stop in order that buses can fully clear the intersection. Barrie At the recent meeting of the Board of Management , held on Tuesday, September 12 , 1989 , the following motion was pass- ed : that , due to the congestion at the present location of the westbound bus stop at the corner of Division and King Streets, which is causing inconvenience to both the gener- al public as well as to the merchants located in that area , that Council be once again urged to re-locate this bus stop one block east on King Street , where the sidewalk is considerably wider and where there are no parking meters to aggravate the situation . We would be pleased if you would advise us when this matter will come before Council so that we may appear to speak on it .
