RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report WD-82-89 be received; and
2. THAT Council permit the developer of Plan 1OM-748 to make contribution for

future streetlighting on the above-noted streets and that street lights
be installed only at the intersection of Darlington Street and Concession
Road 10.

2. BACKGROUND
2.1 By subdivision agreement with the Town, the developer of Plan 1OM-748,
Ronald J. and Gertrude Irene Sucee were required to install streetlighting
on Darlington Street and Tanglewood Court.
2.2 A number of residents indicated verbally to the Public Works Department
that they did not want street lighting as it would interfere with the
rural nature of the development.
2.3 The Public Works Deaprtment then sent a letter and a questionaire to all
the residents of Plan 10M-748 to get a concesus of opinion
(see Attachment 2A and 2B) .
2.4 Of the seventeen (17) letters and questionaires sent, the response was
as follows:
9 residents indicated they do not want streetlights
2 residents indicated they do want streetlights
6 residents did not reply
3. OPINION
3.1 Staff feel that street lights can be eliminated internally on Darlington
Street and Tanglewood Court as the builders of the homes have constructed
small lights at the entrance to each of the driveways. This allows for
relatively safe access and egress from the driveways at night.
3.2 However, we feel streetlighting should be a requirement at the intersection
of Concession Road 10 and Darlington Street. This intersection has limited
site distance to the east and should be well lit to allow for safe traffic
flow.

4. RECOMMENDATION
4.1 That the Developer install street lighting at the intersection of concession
P,oad 10 and Darlington Street, Burketon to the satisfaction of the Director
of Public Works.
4.2 That the developer be relieved of the requirement of installing streetlights
on Darlington Street and Tanglewood Court, at this time.
4.3 That the developer contribute to the Town an amount that would permit
future installation of street lights if required on the above-noted streets.
4.4 That all residents on Plan 1OM-748, and the Developer be sent a copy of this
report, as well as Council's decision on the matter.

DARLINGTON STREET AND TANGLEWOOD COURT
The Town of Newcastle, Public works Department has recently received
a petition from a significant number of residents on the above-noted
streets, indicating they do not wish to have street lights installed.
The Developer is responsible for streetlighting under his agreement
with the Town and is prepared to have them installed this year if
so directed.
For our purposes, we require further confirmation of your opinion
on this matter, in order for us to make a decision and a recommendation
to Council.
Please return the following declaration by August 18, 1989, indicating
your position. You will be informed by letter of our decision.
