THAT Report WD-77-89 be received; and 2 . THAT the Street Lighting Program listed on Attachment No.I be approved; and i -. Attachment No.4: Estimate from Newastle Hydro-Electric Commission regarding street light installation between Highway #2 and Concession Street along Mearns Avenue. i . . .2 1001 REPORT NO. : WD-77-89 PAGE 2 2 .0 BACKGROUND 2 . 1 Provision was made in our 1989 Public Works Capital Budget for an expenditure of $20,000 . 00 for the installation of street lighting within the Town. 2 .2 Public Works staff have reviewed our street lighting needs and prepared our 1989 Street Lighting Program (refer to attachment No. 1) . Our proposed Street Lighting Program meets the our warrants for street lighting (By-law 84-21) . 2 .3 In our review consideration was given to the illumination of regional intersections . Through discussions with the Region of Durham, we were advised that the Region were reviewing their Policy on Roadway Lighting (see attachment No.2) . Subsequently, our review of Regional intersections was deferred until such time that the Region advises us of any changes to their policy. 3. 0 COSTS AND FINANCING 3. 1 The costs of the installation of our 1989 Street Lighting Program would be financed from our Capital Budget, 'Street Lighting' account #7230- 00210-X and 'Construction at Unspecified Locations ' account No. 7205- 01002 and the Public Works Lot Levy Reserve account No. 1110-157-X . 3.2 The installation of the Street Lighting Program would be performed by Newcastle Hydro-Electric Commission, for installations within their jurisdiction and for the balance of the program by the successful bidder of our Street Lighting Tender T89-33 . 3. 3 Items 1, 2 and 3 on Attachment No. 1 would be installed as part of our Street Light Tender T89-33, at a cost of $12,837 . 32 3.4 Items 4 & 5 on Attachment No. l would be installed by Newcastle Hydro- Electric Commission at an estimated cost of $4,000. 00 and $13,800.00 respectively. (Refer to Attachments No. 3 and 4) . 10 02 . . . 3 REPORT NO. : WD-77-89 PAGE 3 3 .5 The total costs of our Street Lighting Program for 1989 is $30,637 .32 . 3. 6 As a result of Council resolution #GPA-390-89, the costs ( $4, 631. 00) from Tender T89-33 for the installation of the street lighting on Nash Road from Trulls Road to Courtice Road (Item #3) would be funded from the Public Works Lot Levy Reserve account No. 1110-157-X. 3. 7 As a result of Council resolution #GPA-430-89 the costs ($4,000 .00) for the installation of the street lighting on the walkway in Bowmanville between Rhonda Blvd. and Waverly Road (Item #4) would be funded from our 'Construction at Unspecified Locations ' Account No. 1110-157-X. 3. 8 The balance of the program amounts to $22,006 .32 and exceeds the budgeted amount of $20,000. 00 as noted in section 2 . 1. It seems appropriate that since this street lighting program is development oriented, that the additional costs over our budgeted amount of $20,000.00, being $2,006 .32, be obtained from the Public Works Lot Levy Reserve account No. 7205-01002 . 3 . 9 The following summary is a breakdown of the costs and the financing of the Street Lighting Program. Costs Newcastle Hydro-Electric Commission (estimated) $17,800.00 Tender T89-33 $12,837 .32 Total $30,637 . 32 Financing Capital Budget, Street Lighting Account (Account #7230-00210-X) $20,000. 00 Capital Budget, Construction at Unspecified Locations (Acc. 7205-01002) $4,000.00 Public Works Lot Levy Reserve (Acc . #1110-157-X) $6,637 .32 Total $30,637 . 32 . . .4 100 ,E REPORT NO. : WD-77-89 PAGE 4 4 .0 CONCLUSIONS AND RECOMMENDATIONS 4 . 1 The Public Works Department has prepared our 1989 Street Lighting Program as shown on Attachment No. 1 and find that the costs are within our budget, subject to the financing noted in section 3. 8 of this report. 4 .2 It is recommended that Council approve the 1989 Street Lighting Program as listed on Attachment No. 11 and that the cost of same be financed from funds outlined in Section 3 .8 of this report. Manager of Engineering Commissioner of Works Dear Sir: ase quote our ref: Re: Regional Policy on Illumination TRA-N-GEN At the Regional Council meeting on April 19, 1989 , council reaffirmed the Region 's Policy on roadway lighting, which had been adopted in 1975. Further to reaffirming the existing Policy, discussion with respect to the criteria for installing illumination at intersections resulted in a motion that: "Staff report on the traffic counts for Regional intersections in order to determine whether the criteria for illumination at intersections should include traffic counts. " The Region, will now assemble the required information and report back to council through the Works Committee later this year.
