RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report PD-97-89 be received; and
2. THAT the request to gain relief from current Town Policy with respect
to five (5) street names in Plan of Subdivision 18T 86075, Highland
Gardens - Phase 2, be approved; and
3. THAT the applicant and the applicants agent be so advised.
1. BACKGROUND
1.1 On September 14, 1987 the Town of Newcastle Council resolved to approve
street names in new Plans of Subdivision after people historically
significant to the former Townships of Clarke and Darlington. In that
regard, if street names were chosen which were not in accordance with
Town Policy, Council must give consideration, prior to registration of
the Plan.

1.2 In February 1989, Bob Annaert, of D. G. Biddle and Associates on
behalf of Herman Kassinger approached Planning Staff with respect to
five (5) street names which are not named historically significant
people for the Second Phase of Highland Gardens subdivision (see
attached). The first phase of the subdivision has a Scottish theme,
hence the name Highland Gardens.
Staff would note for the Committee's information that the street names
for the First Phase were approved prior to Council's resolution of
September 1987.
1.3 In keeping with the theme, the applicant has requested the following
street names be considered by Council:
- Jura Court
- Islay Court
- Kintyre Street
- Mull Crescent
- Arran Court
1.4 Staff would note for the Committee's information that the other two (2)
street names "Dunkin Avenue" and "Leith Court" are historically
significant to the Town.
2 COMMENTS
2.1 Staff has no difficulty with the proposed street names as submitted.
