RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report WD-66-89 be received for information;
2. THAT a copy of this report be sent to all residents who attended the
information centre.

2. BACKGROUND
2.1 As outlined in the 1989 Capital Budget, Concession Street is to be
reconstructed from Liberty Street to Mann Street to an urban road standard
including grading, granular base, sub-base, curb and gutter, hot mix asphalt,
sidewalks (both sides) and storm sewers.

2.2 Snbinkedaoz Bros. Ltd. is developing lands north of Concession Street
(see Attachment 0o.1) and through negotiations with the Town will be
reconstructing Concession Street simultaneously to facilitate their
developing lands.
23, Construction and road closure of O000eooiom Street is teoativeIy scheduled
to commence July 12, 1989 and shall be on going for approximately six weeks.
3. INFORMATION C8BORO
3^I An information Centre was held at the Newcastle Gardens Trailer, located
on the north aide of Concession Street, east of Liberty Street on
Wednesday, May 31, 1989 between the hours of 4:00 and 7:00 p.m.
3^2 Local residents were previously informed of the Public meeting by bam]
delivered letters and by Public Notice in the Canadian Statesman
(Gee Attachment 0o. 2 and 3) .
3.3 & significant number of residents showed interest and attended the
Information Centre. A typed copy of the register kept at the Information
Centre is attached (refer to Attachment No.4) .
3.4 The residents were generally in favour of the proposed works. However,
a number of oouoezua seemed to be unanimous among the residents.

4. COSTS
4.1 The estimated cost for the reconstruction of Oouoeoaiom Street is $320,000
and these costs shall be borne by Sobiohedauo Bros. Ltd. at no cost to the
Town of Newcastle.

RE: RECONSTRUCTION OF CONCESSION STREET
FROM LIBERTY STREET TO MANN STREET
The Corporation of the Thwn of Newcastle proposes the reconstruction
of Concession Street from Liberty Street to Mann Street, in the 1989
construction program.
The reconstruction work will include road excavation, placing of granular
road base, curb and gutter, storm sewers, upgrading of services and
placing of hot mix pavement. The new roadway will consist of a total
pavement width of 10 metres (32.8 feet) with 1.5 metre (4.9 feet) sidewalks
on both sides, for the full length of the reconstruction.
You are invited to attend an Information Centre to be held between
the hours of 4:00 p.m. and 7:00 p.m. , on Wednesday, May 31, 1989,
at the Newcastle Gardens Sales Trailer located on the north side
of Concession Street, east of Liberty Street. Plans for the
reconstruction will be available for inspection, and staff will be
on hand to answer questions.
