THAT Report WD-59-89 be received; 2. THAT no action be taken to install street lights on Regional Road # 17 from Sommerville Drive to Highway 35/115 or at the intersection of Highway 35/115 and Regional Road # 17; and 3. THAT a copy of this report be forwarded to Mr. Donald Evans. ------------------------------------------------------------------------------------ REPORT 1. BACKGROUND 2.1 At a regular meeting of Council held on January 30, 1989, the following resolution was passed: "That the Director of Public Works be requested to review and report on the lighting at the south end of Orono where the egress from Highway 35/115 enters Durham Road # 17". 3. REVIEW AND COMMENT 3.1 The intersection in question has been reviewed by Public Works Staff both by day and night time inspections. Mr. Donald Evans, who raised the concern, was present for a daytime inspection with staff to demonstrate his concerns. (See Attachment No. 1) 3.2 It was noted that Concession Poad # 5 is the most direct access route to Orono for residents east of Highway 35/115 and north bound motorists on Highway 35/115. 3.3 A night time inspection revealed that the intersection is very dark and further hampered by undesirable geometrics and embankments at Regional Road # 17. Staff noted that this is Mr. Evans' main concern. 3.4 Presently there is no street lighting along Regional Road # 17 from Sommerville Drive south to Highway 35/115. 3.5 Both the Ministry of Transportation and the Region of Durham were requested to review the intersection for compliance with their warrants for street lighting. Both have noted that illumination at this intersection is not warranted under their standards and criteria. (See Attachments No. 2 and 3) 3.6 The ministry of Transportation, being the senior authority at this intersection, has noted that if the Town wishes to proceed with providing street lighting, we may do so at our own expense and to the standards of the Ministry of Transportation. (See Attachment No. 2) 1005 REPORT NO.: WD-59-89 PAGE 3 -------------------------------------------------------------------------------- 3.7 There are no street lights on Regional Road # 17 from Sommerville Drive to the Highway 35/115 intersection with Regional Road # 17. The Town's warrants are not met for street lighting on this section of Regional Road # 17 nor at the intersection with Highway 35/115. 4. RECOMMENDATIONS 4.1 Since illumination of the intersection of Regional Road # 17 and Highway 35/115 does not meet the warrants of the Ministry of Transportation, the Region of Durham and the Tbwn, and since illumination of Regional Road # 17 from the intersection of Sommerville Drive do not meet the Town's warrants, it is recommended that no action be taken to provide street lighting on Regional Poad # 17 or the intersection. This review included 1 . the interchange at Highway 35/115 and also 2 . the intersection of the new roadway leading from Highway 35/115 at Main Street (see attached drawing) . Although illumination is not warranted under Ministry standards, the Town, if it is willing to pay for all associated cost ( installation , operations and maintenance) , can install illumination if the following requirements are met. 1 . The illumination must meet the Ministry ' s standards. 2 . An encroachment permit must be obtained from the Ministry' s District Office in Port Hope, 138 Hope Street North. 3 . The Town must provide an electrical design drawing for the intersection ( contact the Ministry ' s Electrical Design Office for information required on drawings - Mr. Andrew Silbiger (416 ) 224-7451 ) 1 1008 i 4. The Regional Municipality will maintain or 'will install and maintain roadway lighting on roadways under Regional control at intersections or other isolated locations if any one of the following conditions is fulfilled. (a) Intersections where traffic is channelized by means of physical islands and curbs - at least partial illumination. (b) Intersections where traffic is channelized by means of pavement markings only - at least partial illumination along channelized leg(s) , (c) Signalized intersections - at least partial illumination. (d) Locations with high night time collision rates (3 per year with no other obvious cause) - at least partial illumination. (e) Intersections of 4 lane undivided roadways where the warrants for traffic signals are fulfilled at least 80% - partial illumination. (f) Intersections adjacent to existing areas of high intensity illumination (i:e. shopping centres, service stations, plazas, etc.) .where the Region deems roadway illumination necessary for the safe operation of traffic - at least partial illumination. I An area municipality shall be permitted, at its expense, to install and maintain lighting on a Regional roadway, subject to the approval of the Region and to such conditions as the Region may set respecting the matter of location, type of fixtures, level of illumination, location of power supply, etc. The Region will not maintain or install and maintain roadway lighting at locations within an urban lighting system or at a location which abuts a roadway on which the area municipality has provided illumination. 1012 2 - POLICY ON ROADWAY LIGHTING (continued) 4. Where the Region has installed illumination at an isolated location and the area municipality subsequently provides illumination on the abutting roadway(s) ; the Region's fixtures will be turned over to the area munici- pality and the Region's responsibility in the matter shall cease. 5. Where street construction or other considerations necessitate the removal or relocation of area municipality lighting fixtures, the Region will assume responsibility for a portion of the cost of relocation or removal as provided for in the Public Service Works on Highways Act. 6. In order to avoid unnecessary duplication of facilities, it shall be the Policy to promote, where practical, the joint use of poles, underground i ducts, etc. This applies particularly to signalized intersections. 7. Lighting installed as of January 1, 7974, shall be considered as approved under this policy. i f i 1013
