RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:

2. BACKGROUND
2.1 In 1988, the bridge over Bowmanville Creek on Mill Street in Hampton
was removed and replaced with a Bailey Bridge as a temporary measure
to provide pedestrian and vehicular access over Bowmanville Creek.
2.2 On April 17, 1989, the Bailey Bridge was removed because the abuttments
on both sides of the creek were being washed out by the spring flows
to such an extent that there was a very real risk that the Bailey Bridge
would be seriously damaged.

3. REVIEW AND COMMENT
3.1 Provision has been made in the 1989 Capital Budget and Four Year
Forecast for the construction, in 1990, of a new bridge on Mill Street
and the widening of Mill Street to provide for two lanes of traffic and
to provide for a sidewalk for pedestrians. The estimated cost for this
project is $700,000.
3.2 The only other route for pedestrians to get from the west side of the
Bowmanville Creek to the east side, and visa versa, is by means of
Taunton Road, which has very heavy traffic and no sidewalks or street
lights. It appears that it will not be acceptable to the residents of
Hampton to do nothing between now and 1990 when the reconstruction of
the road and bridge is scheduled.
3.3 Various alternatives have been considered to restore pedestrian and/or
vehicular traffic on Mill Street.
a) obtain additional lenghts of Bailey Bridge components from
the Ministry of Transporation of Ontario and re-install the
Bailey Bridge.
The estimated cost for this alternative is 40,000.
b) Purchase and install a prefabricated foot bridge.
The estimated cost for this alternative is $35,000.
c) Build a pathway and timber bridge across the creek on the
north of Mill Street. It was thought that this alternative
may prove to be the least costly of the alternatives.
However after examination, it was found that the construction
of a pathway and the construction of a timber bridge over the
creek is not feasible.

3.4 Following the removal of the Bailey Bridge, several residents have called
and indicated that they would prefer that the Town install only a foot
bridge and close Mill Street to vehicular traffic. Since the estimated
cost to widen Mill Street and to construct a new bridge is $700,000,
this is an option that should be given serious consideration.
3.5 On September 28, 1988, an information centre was held at the Hampton
Community Centre. Drawings were available showing the widening of
Mill Street to provide for the two lanes of traffic and a sidewalk and
the replacement of the Bailey Bridge. As part of the environmental
Assessment process, a second information centre has been scheduled
for June 21, at the Hampton Community Hall, to review the details of the
proposed roonstruction of Mill Street and of the Mill Street Bridge.
4. CONCLUSIONS AND RECOMMENDATIONS
4.1 Since it appears that several of the residents in Hampton would prefer
that the Town construct only a foot bridge over the Bowmanville Creek,
thereby closing Mill Street to vehicular traffic, as a permanent
alternative, it is recommended that no further action be taken with
regard to the replacement of bridge on Mill Street until after the
June 21 Information Centre. It is, therefore, recommended that this
report be received for information.
