THAT Report WD-56-89 be received; and 2. THAT the "Guidelines for Advisory Notice of Construction Within Public Road Allowance" and the "Road Condition Policy" attached to this report be adopted by Council. --------------------------------------------------------------------------------- REPORT 1. BACKGROUND 2.1 The large amount of development now taking place in the Town has resulted in numerous complaints from the public about mud and dust, It is not possible to avoid some mud and dust resulting from construction of roads, sewers and houses, but it is possible to keep it to a minimum. 1024 REPORT 0O°: V0]-56-89 Ig\G8 3 _______________________________________________ _____________________ 2"2 The "Guidelines for Advisory Notice of Construction Within Public Road Allowances" and the "Road Condition Policy" have been prepared for Council's consideration and approval s0 that Council, the Public Works staff and developers and bwooe builders can all be made aware of the Towns expectations and requirements. ]^ RECOMMENDATION 3,1 It is, therefore, recommended that the Guidelines and the Road Construction Policy be adopted by Council. CONSTRUCTION ON A PUBLIC ROAD ALLOWANCE NOT AFFECTING TRAFFIC: - Cautionary signs - Flagmen (if construction activity temporary affects traffic in any way) 2. CONSTRUCTION ON A PUBLIC ROAD ALLOWANCE AFFECTING ONE LANE OF TRAFFIC: 2.1 Arterial or Collector Roadways: - cautionary and traffic control signs - flagmen for safe traffic control - 2 lanes opened to traffic each evening in a hazard-free, clearly delineated and signed route. 2.2 Local Roadways: - same as above, less pre-notification requirements 3. CONSTRUCTION ON A PUBLIC ROAD ALLOWANCE REQUIRING A ROAD CLOSURE: 3.1 Arterial or Collector Roadways: - pre-notification in local newspaper - pre-notification signs as directed, 7 days in advance. Signs to include closure limits, construction schedule and detour route. - pre-notification letters to all residents directly affected. Letters to include sketch and emergency contact people. - pre-notification letters to all public services (ie. Police, Fire, Ambulance, School Boards, Post Office) - cautionary and traffic control measures to be in place as directed prior to issuance of permit. 3.2 Local Roadways: - same as above except: - pre-notification in local newspaper not required unless closure is in excess of 3 days. - pre-notification signs required only 48 hours in advance unless closure is in excess of 3 days, whereupon 7 days pre-notification is required. GENERAL: 1. Should construction be delayed for any reason, all signs are to be modified to advise new completion date. In addition, the Director may request revised letters be issued to residents and public services and that a revised newspaper notice be placed. 2. Any requirements as set out in these guidelines are to the sole discretion of the Director of Public Works. ATTACHMENT N© ,1 1026 t-M-56-8 04/89 i ROAD CONDITION POLICY 1. OBJECTIVES: The objective of this policy is to establish a road maintenance standard for builders, contractors, developers, and utilities to ensure the roads function safely for the public and maintain a level of cleanliness acceptable to the Town. This policy pertains to Town contracts, utility projects, subdivisions and all other "development sites". 2. DEFINITIONS: "Completed" Street - Any finished roadway which includes surface asphalt and boulevard works. (Note: all existing streets are deemed "completed") . Streets "Under Construction" - Any roadway lacking surface asphalt or completed boulevards and that is experiencing house or road construction. "Asphalt Surface" - The total surface width of any road, from curb to curb. "Riding Surface" - The commonly travelled portion of any road. (Approximately 1.0 m inward from each curb line) "Clean Condition" - Asphalt surface to be free of dust, dirt, mud and debris. "Clear Condition" - Dirt and mud, and debris on the riding surface shall not exceed a maximum depth of 10 mm. (ie. the remaining dirt after clearing with a rubber tire backhoe) Dirt and mud, beyond the riding surface (sides) shall not exceed a depth of 25 mm. "Obstruction" - Any object that encroaches within 0.6 m of the back of curb. (Thereby hindering traffic or snow clearing operations) "Development Site" - Any residential, commercial or industrial project. "Owner's Representative" - Any project owner or a designated representative thereof. (ie. utility foreman, developer's consultant, Town's project foreman or consultant if applicable) . 3. LEVEL OF MAINTENANCE REQUIRED: 3.1 "Completed Streets" - "Clean Condition" required at all times. Affected roads are to be cleaned immediately. ATTACHMENT NO ,2 1 0 2 7 WD-56-89 . ..2 Road Condition Policy Page 2 3.2 Streets "Under Construction" - "Clear Condition" required Streets shall be cleared as often as required during the day in order to maintain the "Clear Condition", in addition to being cleared at the end of each working day. Dust shall be minimized with the use of evenly spread calcium chloride or sweeping/flushing equipment. 4. CLEANING PROCEDURES: 4.1 "Completed Streets" - Sweeping with mobile equipment - Flushing with mobile equipment 4.2 Streets "Under Construction" - Scraping with rubber tire backhoe - Use of calcium for dust control - Sweeping with mobile equipment as directed - Flushing with mobile equipment as directed 5. GENERAL, 5.1 All roads, unless closed to traffic with an approved road occupancy permit, shall be free of any obstructions or hazards and shall be maintained at a safe operating level at all times. 5.2 All roads within and adjacent to subdivisions, development sites, Town contracts, and utility projects shall be monitored by the "Owner's Representative" on a daily basis. Any roads not meeting the standards of Section 3.0 shall be remedied immediately. In order to avoid delays, each site shall have immediate access to a rubber tire backhoe or similar rubber tire equipment. 5.3 Under certain conditions, and at the sole discretion of the Director of Public Works, some "Completed" streets directly adjacent to building construction may temporarily be considered "Under Construction" . Subsequent to the Director's approval, letters must be delivered to each resident affected, outlining a general schedule of construction and road maintenance. 5.4 Should the owner fail to provide the required maintenance of the streets in and adjacent to the project, the Thwn may, at the sole discretion of the Director of Works and without prior notice, initiate remedial works. The owner shall be invoiced for such work including all associated administration and mobilization costs. 03/15/89 1028
