THAT Report WD-51-89 be received for information; and 2. Sketch showing location of Given Road and Danarus Development. 2. Sketch showing future alignment of Given Road intersection, Highway #2 and access to Danarus Development (18T-81008) . 3. Copy of letter sent to residents and land owners of Given Road from G.M. Copy of letter sent to Mr. George Karakokkinos, G.M.Sernas & Associates from local residents opposing the proposed closure. 2.0 BACKGROUND 2.1 At a regular meeting of Council held on September 26, 1988, the following resolutions were passed: #C-678-88 "THAT the communication dated August 15, 1988, from various residents of Newcastle Village opposing the proposed closure of Given load be received; AND THAT the communication be referred to the Planning Department for a review and report to the General Purpose and Administration Committee; AND FURTHER THAT Mr. David Rickard, on behalf of the residents, be advised of Council's decision." #C-679-88 THAT the foregoing Resolution #C-677-89 be amended by adding the words "and Public Works" after the word "Planning" in the second paragraph." 3.0 REVIEW AND COMMENT 3.1 In association with the proposed Danarus Development (see Attachment No.l) it was proposed to the Public Works and Planning Departments by G.M. Sernas & Associates, that Given road be terminated in a cul-de-sac. This would result in the residents of Given load being routed west on Given Road and then southerly on Rudell Road in order to gain access to Highway No.2 and the Newcastle Village downtown core. In addition, the development of the Danarus lands and any future lands would increase traffic flow on Given Ibad. 044 . . . REPORT NO.: WD-51-89 PAGE 3 -------------------------------------------------------------------------------- 3.3 G.M. Sernas & Associates sent a letter to all the residents on Given Road (see Attachment No.3) , and a number of the residents replied in opposition to the proposal (see Attachment No.4) . 3.4 The Public Works Department reviewed the proposal carefully, and determined that this propsal was not in the best interest of the Town. Upon discussion with Ministry of Transportation of Ontario an alternative proposal was prepared that satisfied the Public Works Department concerns. The Ministry of Transportation of Ontario has approved this proposal in principle, only. 3.5 This proposal shall be incorpoarated as a draft condition of approval. The reconstruction of the Given Poad and Highway N0.2 intersection, will provide a temporary access for the Danarus Development until such time as development proceeds to the north and west, whereby traffic can be directed to future collector roads. 4.0 CONCLUSION 4.1 The Public Works Department has advised G. M. Sernas & Associates that we are not prepared to terminate Given Road, however we will require that the intersection at Given Road and Highway N0.2 be reconstructed as we have proposed (see Attachment N0.2) . We are confident that this proposal will satisfy the residents concerns, improve an existing problem intersection, and satisfy the needs of the development. 5.0 RE-COMMENDATION 5.1 That this report be received for information. 4 'I U 4 REPORT NO.: WD-51-89 PAGE 4 -------------------------------------------------------------------------------- 5.2 That the residents of Given Ibad be forward a copy of this report. Please note that Old Kingston Road is being proposed to terminate into a cul-de-sac. It should be noted that all costs related to this road closure will be borne by the developer recommending such a proposal . George Karakokkinos : RECEIVED AUG 3 1 1988 Dear Sir : In reference tc your letter dated July 27th/88 proposing the closure of Given Road ( referred to as Old Kingston Road in your letter ) , we are opposed to this proposal for the following reasons . 1 . It would cut off a direct link with the downtown core for shopping , banking, library services , etc. , which existed prior to #2 Highway. 2 . It would re-route all traffic from the proposed new sub- division on a narrow road to exit at a busy intersection at Rudell Road and Highway #2 . Rudell Road South already handles traffic from three .developments. 3 . As well as causing unnecessary traffic for the existing res- idence on Given Road, it would cut off quick access for the existing homes and the new ones for fire protection. 4 .
