Attachment N0.3: Drawing showing the existing stop conditions on Devondale Street and George Reynolds Drive. .. . .2 REPORT NO.: WD-49-89 PAGE 2 -------------------------------------------------------------------------------- 2.0 BACKGROUND 2.1 At a regular meeting of council held on December 12, 1988 the following resolution was passed: "THAT the Director of Public Works investigate and report on the installation of stop signs at Goldpine Avenue/Devondale Street and Devondale Street/George Reynolds Drive; and THAT Mr. Robert Allin be advised of Council's decision. 2.2 A letter dated August 23, 1988 (see Attachment No.1) was received from Mr. Robert Allin requesting stop signs on Devondale Street at Goldpine Avenue. 3.0 REVIEW AND COMMENT 3.1 At the present time George Reynolds Drive is a through road from north limit of Nash Road to the west limit of Trulls Road. 3.2 Devondale Street is a through road from the east limit of George Reynolds Drive to the west limit of Trulls Road. 3.3 Mr. Allin has requested that the intersection of Devondale Street and Goldpine Avenue be made a "three-way" stop. 3.4 Devondale Street, George Reynolds Drive and Goldpine Avenue are all designated as collector status roads on the Town's official Plan and Neighbourhood Plan (see Attachment No.2) . o . .3 1202 REPORT NO.: WD-49-89 PAGE 3 --------------------------------------------------------------------------------- 3.5 one of the main functions or objectives of collector roadways is a traffic service function which collects and distributes traffic from local roads to roads of a higher classification (collector or arterial) . Generally, collector roads are considered as through roads to ensure that they meet their objective which is to convey traffic efficiently and safely. 3.6 The development of Courtice Heights North preceded the Highland Gardens Development to the west and in order facilitate the phasing and the sequence of construction of the neighbourhood, a stop condition was placed on Devondale Street at the intersection of Devondale Street and Firwood Avenue. The purpose of this was to control the traffic flow, for the short term, until the construction of the Highland Gardens Development and the completion of Devondale Street. 3.7 The request to make the intersection of Devondale Street and George Reynolds Drive a "three-way" stop is similar to the request to make the intersection of Nash Road and Varcoe Road a "four-way" stop. This request should be denied for the same reasons outlined in Report WD-40-89 for the Nash Road/Varcoe Road request. 4.0 CONCLUSION AND RECO*ENDATION 4.1 In light of the above-mentioned, we feel that the configuration is appropriate to deal with the traffic volumes at the present time. 4.2 In the future, the Public Works Department's staff will review the status of George Reynolds Drive and Devondale Street to ensure that the traffic flows through this neighbourhood efficiently and safely.. 4 03 REPORT NO. : WD-49-89 PAGE 4 4.3 It is, therefore, recommended that this report be received for information. DEVONDALE STREET IS AN EAST/WEST STREET SERVING OUR SUBDIVISION AND NEW AREAS NOW UNDER CONSTRUCTION. WE WERE ADVISED BY THE WORKS DEPARTMENT THAT DEVONDALE AND GOLDPINE WERE TO BE STOP STREETS WHEN WE LOCATED IN THIS AREA. SHORTLY AFTER OUR ARRIVAL GOLDPINE AVE. WAS DESIGNATED AS A STOP AND THE APPROPRIATE SIGNS WERE ERECTED. THIS SEEMED ADEQUATE. AS YOU ARE AWARE THIS AREA IS CHANGING. MANY NEW HOUSES HAVE BEEN CONSTRUCTED WEST OF THIS SPECIFIC LOCATION AND MORE ARE PROPOSED, THE EXTENT OF DEVONDALE IS UNKNOWN TO ME AT THIS TIME. MANY CHILDREN NOW RE::SII'iE IN THIS AREA AND SINCE THERE IS NO SPEIFICE PARK DEVELOPMENT, THE PLAY AREA IS THE ROAD. PRESENTLY 29 MAIL BOXES DECORATE THIS CORNER SERVICING 300 RESIDENCES (THIS IS `(•0 BE CHANGED IN THE NEAR FUTURE I UNDERSTAND) . AFTER CONSIDERABLE DISCUSSION WITH THE NEIGHBOURS, IT IS OUR REQUEST THAT DEVONDALE STREET BE SIGNED FOR A STOP. THIS WOULD CAUSE A THREE WAY STOP, WHICH MAY WARRANT SOME DISCUSSION, BUT IT IS BECOMING MORE IMPORTANT WITH THE MANY CARS, CONSTRUCTION VEHICLES, AND FAST DRIVERS THAT SOME CONTROL IE INITIATED. OF COURSE POLICING IS ANOTHER MATTE; FOR DISCUSSION. IF YOU WOULD LIKE. WE COULD SUPPORT THIS REQUEST WITH A PETITION, BUT IT SEEMS UNNECESSARY AT THIS TIME. WOULD YOU REVIEW THIS REQUEST, AND ADVISE PRIOR TO SEPTMBER 08, 1988 WHEN OUR GROUP WILL BE DISCUSSING THIS MATTER F=URTHER.
