SUB,ECT: DELEGATION OF AUTHORITY FOR THE PRE-SERVICING
OF PLANS OF SUBDIVISION TO THE DIRECTOR OF PLANNING AND
DIRECTOR OF PUBLIC WORKS
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1. THAT Report WD-48-89 be received; and
2. THAT the Director of Planning and Director of Public Works be delegated
the authority to permit the pre-servicing of plans of subdivision at
their discretion and to their satisfaction.
REPORT
1.0 BACKGROUND
1.1 During the past year the Town has entered into a number of development
agreements where permission was requested and granted to permit the
'Pre-servicing' of a plan of subdivision prior to the execution of a
development agreement.

1°3 The process, in the past, has been that the developer submits a written
request to the Town and in most cases the request has been received by the
Planning Department for processing.
1.3 The Planning Department reviews the conditions of draft approval and
nouauIto with the Public Works Department in order to prepare a
report to Council listing all the conditions that must be satisfied and m
recommendation as to whether or not this development should be permitted
to proceed, prior to the execution of a development agreement.
1^4 This process is somewhat cumbersome and zegoicaa the time of various
departments for the preparation of a formal report to Council,
physical inclusion of a report into the Council agenda, Council Members
time' and staff members time (other than Planning and Public works
Departments) to deal with this matter.
1.5 This process has been followed for each and every request that has been
received by the 7onmz.
2^0 CONCLUSION
2.1 Since these requests are similar in nature and the conditions of approval
are prepared by staff, it would seem appropriate from a time management
viewpoint that the authority to permit the 'Pre-servicing' of
developments be delegated jointly to the Director of Planning and the
Director of Public Works.
2^2 This procedure would not compromise the Tuwu"o position with regard to
the pre-servicing of plans of subdivision, but would streamline the
process for obtaining such permission.

3^1 It is, therefore, recommended that the Director of Planning and the
Director of Public Works be granted the authority, at their deoocetiwo
and to their satisfaction, to deal with a request to permit the
pre-servicing of developemnts prior to the execution of a development
agreement.
